POSITION DESCRIPTION
Title: Human Resources Specialist
Reports to: Administrator of Human Resources
Job Description: Under the direction of the Superintendent, administers personnel services and programs, maintains personnel records for all district employees.
Reports to: Administrator of Human Resources
Supervises: None
Essential Function: Perform complex personnel and clerical functions; coordinate the employment process; inform employees and applicants regarding a variety of human resources procedures and program requirements; maintain manual and electronic documents, files and records.
TYPICAL DUTIES AND RESPONSIBLITLIES:
The following is a list of duties representative of the position that includes but is not limited to:
- Administers district testing, scores and maintains records of district tests.
- Processes and provides orientation to new employees regarding, benefits, workers compensation and employment agreements, and board notification.
- Monitors and reports credential, waiver and tuberculosis test expiration.
- Establishes and maintains accurate data bases including employment, workers compensation, pension and health reform.
- Processes employee status changes and generates appropriate notices and reports as needed locally or as required by state or federal laws.
- Notifies administrative staff of due dates for performance evaluations; monitors receipt and follows up on late evaluations.
- Coordinates with Business Office and Technology Department with ongoing services and CBEDS.
- Completes information on employment status changes, extra duty leaves of absence, Workers Compensation claims and status, evaluations, prepares reports, notices and letters to employees.
- Maintains the substitute tracking and employment system, prepares daily, weekly, monthly and annual reports related to employee absences, assists school and work sites in the selection of substitutes, receives calls from administrators on substitute matters, communicates with Human Resource administrator on particular substitute problems.
- Maintains official transcripts and units for advancement purposes, professional growth for certificated and classified employees.
- Coordinates with the business office regarding payroll and position control
- Prepares and verifies information on seniority; responds to certificated or classified employee phone calls and letters regarding district information, benefits and employment status.
- Prepares reports, letters and notices as requested or as required by state or federal laws.
- Responsible for posting all status charges in position control.
- Responsible for implementing procedures related to Benefit Reform under the Affordable Care Act.
- Responds to requests for information from outside agencies such as subpoenas, employment and salary verification requests.
- Other duties as assigned.
MINIMUM QUALIFICATIONS:
Physical and Mental Characteristics
Physical, mental and emotional stamina to perform the duties and responsibilities of the position; manual dexterity sufficient to write; use telephone and business machines; vision sufficient to read printed materials; hearing sufficient to conduct in person and telephone conversations; speaking ability in an understandable voice with sufficient volume to be heard in normal conversational distance, on the telephone and in addressing groups; physical agility to push/pull, squat, twist, turn, bend, stoop and to reach overhead and climb; physical mobility sufficient to move about the work environment (office, district, from school site-to-site), drive an automobile, and respond to emergency situations; physical strength sufficient to lift 25 pounds; physical stamina sufficient to sit for prolonged periods of time; mental acuity to collect and interpret data, evaluate, reason, define problems, establish facts, draw valid conclusions, make valid judgments and decisions.
REQUIRED QUALIFICATIONS:
Education and Experience
- High School Diploma or Associate of Arts Degree
- Four (4) years of broad, varied and increasingly responsible experience in the personnel field, public sector.
Knowledge of:
- Modern office procedures and practices, including filing systems, reception and telephone techniques, letter and report writing techniques
- Computer application software that includes word processing, data base (Access), spreadsheets and web based programs/platforms as needed
Ability to:
- Maintain a high level of confidentiality
- Learn, interpret, and administer school district policies, law, rules and regulations; policies and procedures of the Bargaining Unit Agreements.
- Understand and follow-through with oral and written instructions.
- Communicate effectively in English both orally and in writing
Licenses and Certifications:
Possession of an appropriate, valid California Driver’s License.
DESIRABLE QUALIFICATIONS:
Experience in a public education environment.
Work Schedule: 12 months
