General Description
Provides technical work developing and supporting the county's diverse, multi-user Geographic Information System (GIS).
Essential Job Functions

- Analyzes and prepares maps and attribute data for inclusion in the County’s GIS database utilizing the ArcGIS platform.
- Prepares ESRI ArcGIS Online apps, dashboards and provide insights analytical data.
- Works with Microsoft Access, SQL Databases and Excel spreadsheets related to GIS.
- Prepares original charts and graphs as needed and required for County departments.
- Maintains the County’s metadata to ensure its accuracy.
- Participates in compiling and presenting survey and research findings in graphic, pictorial, cartographic and technical drawing format.
- Responds to inquires from the public, or other entities regarding addressing assignments or discrepancies.
- Serves as the point of contact for municipalities, county departments, developers, engineers, and public for 9-1-1 addressing and street naming.
- Presents data and information in a graphical format in relation to the County’s long- and short-range GIS programs.
- Collects data for mapping from various sources and converts it into GIS format; ensures data is projected properly based on the County’s endorsed coordinate system.
- Uses standard cartographic techniques in preparing maps.
- Attends GIS conferences and user groups to stay current with GIS trends and software to keep the County’s GIS system moving forward.
- Interacts with the public in an effective and courteous manner.
- Must demonstrate commitment to our mission, vision, values, and goals and represent the County in a professional, dignified manner at all times both in actions and appearance.
- May have a role in the County’s disaster preparation and/or disaster recovery efforts, as designated in the County Comprehensive Emergency Management Plan; may be required to work before, during and/or after an emergency.
- Must be able to meet minimum attendance standards.
- Performs related duties as required.
ESSENTIAL PHYSICAL, VISUAL AND COMMUNICATION SKILLS:
The physical requirements are that of sedentary work and include exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Walking and standing are required occasionally. Requires repetitive motion of the wrists, hands and/or fingers. Requires fingering to include picking, pinching, typing or otherwise working primarily with fingers rather than with the whole hand as in handling.
Requires close visual acuity to perform an activity such as: preparing and analyzing data and figures. Transcribing; viewing a computer terminal; extensive reading; visual inspection involving small defects, small parts, and/or operation of machines (including inspection); using measurement devices; and/or assembly or fabrication parts at distances close to the eyes.
Requires the expression or exchange of ideas by means of the spoken word. Those activities in which they must convey detailed or important spoken instructions to others accurately, loudly, or quickly. Requires perceiving the nature of sounds at normal speaking levels with or without correction. Ability to receive detailed information through oral communication and to make the discriminations in sound.
ENVIRONMENTAL CONDITIONS:
The working environment involves everyday risks or discomforts that require normal safety precautions and is nearly absent of potentially disagreeable elements, such as irate customers, outdoor weather conditions, excessive noise, extreme temperatures, odors, dust, etc. The employee is not substantially exposed to adverse environmental conditions (such as in typical office or administrative work).
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge and application of current principles and practices of mapping; recent developments; current literature and sources of information in the field of cartography or geography. Knowledge of computer programs necessary for computerized mapping and drawing; GIS and multiscale, raster-based GIS analysis.
Required to operate a personal computer and word processing, spreadsheet and/or database programs; computerized mapping and drawing programs; printers; plotters; GPS receivers.
Required to conduct complex, independent studies and analyze and formulate recommendations; research, collect and evaluate data and prepare written reports; present programs and ideas clearly and concisely both orally and in writing; speak before public groups; establish and maintain effective working relationships with employees, officials and public.
Minimum & Preferred Qualifications
GIS ANALYST I:
Bachelor’s Degree from an accredited four-year college or university in Geography, Geographic Information Systems, Computer Science, or closely related field; or an equivalent combination of education, training and experience that provides the required knowledge, skills, and abilities. Must be computer literate. Experience with ESRI ArcGIS is required. Experience with ArcPro, Portal for GIS, parcel data, site development plans and/or subdivision plans is preferred.
GIS ANALYST II:
Bachelor’s Degree from an accredited four-year college or university in Geography, Geographic Information Systems, Computer Science, or closely related field; supplemented by two (2) years of progressively responsible GIS experience; or an equivalent combination of education, training and experience that provides the required knowledge, skills, and abilities. Must be computer literate. Experience with ESRI ArcGIS is required. Experience with ArcPro, Portal for GIS, parcel data, site development plans and/or subdivision plans is preferred.
GIS ANALYST III:
Bachelor’s Degree from an accredited four-year college or university in Geography, Geographic Information Systems, Computer Science or closely related field; supplemented by four (4) years of progressively responsible GIS experience; or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities. Must be computer literate. Experience with ESRI ArcGIS systems including ArcGIS Pro software is required. Experience with ArcGIS Field Maps, Workforce, Survey123, and other ESRI applications preferred.
LICENSURE AND/OR CERTIFICATIONS:
Requires a valid driver license at the date of hire and maintain said license while employed in this position.
