GENERAL DESCRIPTION: Administers human resource policies, programs and practices, including planning, organizing, developing, implementing, coordinating and directing.

Directs the functions of the Human Resources Section in the Sheriff's office;Formulates policies and procedures for the Human Resources Section and recommends policies and practices to management;Establishes and oversees the applicant selection process;Develops, implements and maintains forms for personnel transactions and record maintenance;Evaluates human resources personnel annually;Monitors the expenditures of the Human Resources Section;Supervises the administrative process of Worker's Compensation;Establishes and maintains a formal exit interview process;Operates and trains subordinates in Human Resources Information System (HRIS);Generates a variety of personnel reports as requested;Establishes and oversees a formal orientation program for all new employees;Supervises the maintenance of human resources/personnel records and office files;Provides Employee Assistance Program (EAP) information to appropriate personnel;Prepares the agency's Personnel budget;Reviews Family and Medical Leave requests and determines eligibility;Responds to Public Record requests and releases information under F.S.S. 119;Establishes and oversees the agency's Performance Management Program;Receives, reviews and authorizes a variety of personnel actions such as pay adjustments, leave donations, and personnel related matters;Assists in the preparation of surveys and studies of occupational data;Monitors and facilitates grievance and dispute resolution processes;Attends Human Resource/Management workshops and training seminars;Confers with administrative officials, supervisors and employees to assess needs, solve problems, explain services, and interpret policies, procedures, laws, and regulations;Conducts special research studies, as assigned;Compiles personnel data required for administrative decision-making;Researches and drafts proposals outlining recommended changes to HR policy/procedures with the goals of maximizing HR department effectiveness and maintaining compliance with new or current personnel law;Perform related duties as required. ESSENTIAL PHYSICAL SKILLS: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is regularly required to sit for extended periods of time; reach with hands and arms; see, talk or hear. The employee is occasionally required to stand and walk. The employee must occasionally lift and/or move up to 15 pounds. ENVIRONMENTAL CONDITIONS: Office; make field visits to work sites as need. KNOWLEDGE OF: Principles and practices of personnel management; concepts of public personnel administration; principles and techniques of modern office management and procedures; Fair Labor Standards Act (FLSA), American With Disabilities Act (ADA), Family Medical Leave Act (FMLA), Equal Employment Opportunities Commission (EEOC) guidelines and other related employment laws; must have a strong computer background; MS Office Excel, Word, Access and Outlook software programs. SKILLS: Use of computer, calculator and related office equipment; creative writing, public speaking, business writing. ABILITY TO: Work independently; define problems, collect data, establish facts, and draw valid conclusions; prepare written reports; maintain effective working relationship with fellow employees, officials, and general public; make decisions; exercise good judgment in evaluating situations; supervise subordinate employees.

SUPPLEMENTAL INFORMATION
ADDITIONAL: Must submit to and pass a thorough background investigation, computer voice stress analyzer examination, and medical exam/drug screen.CERTIFICATION: Preference will be given to applicants with work experience at an accredited law enforcement agency, additional preference will be given to applicants with National certification such as (PHR – Professional in Human Resources, SPHR – Senior Professional in Human Resources), OR certification by a recognized Human Resource, Personnel or Public Administration agency.
