Assists in routine field and office work in the collection of land and property data for appraisal purposes.Essential functions are fundamental job duties.  They do not include marginal tasks which are also performed but are incidental to the primary functions.  The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to the position, nor does every position allocated to the class necessarily perform every duty listed.  Personal characteristics required of all employees, such as honesty, industry, sobriety and the ability to get along with others, are presumed qualities and may not be listed specifically.

  • Contacts property owners and obtains detailed information on real property attributes;
  • Assists in compiling and reviewing records necessary for building and land appraisals, including building permits, building plans, blueprints, maps, zoning designations, improvement classifications, et al;
  • Measures perimeter of structures and inputs data into CAMA system; verifies property information in the field;
  • Draws sketches to scale;
  • Operates a motor vehicle to the site of appraisal;
  • Takes photographs of the appraisal property;
  • Computes area and perimeter of structural improvements;
  • Assists in reviewing property records and other data for physical characteristics, area development, accessibility, population trends, transportation, schools, community facilities and compliance with zoning and related regulations;
  • Assists in compiling and validating recent land sales data from local governmental records, title and abstract sources, newspaper reports/classified ads, promotional information, real estate listings, et al;
  • Assists in determining sales price and in analyzing data by comparison with similar real estate sales; 
  • Assists in plotting parcels;
  • Assists in performing basic title searches and comprehends basic legal descriptions;
  • Performs clerical duties as assigned;
  • Assists those responsible to the public for providing appraisal oriented information;
  • Assists in properly annotating and identifying structural components and physical characteristics;
  • Interacts with the public in an effective and courteous manner;
  • Must be able to meet minimum attendance standards;
  • Performs related duties as required.

While performing the duties of this Job, the employee is regularly exposed to fumes or airborne particles and outside weather conditions.   The noise level in the work environment is usually moderate.  

KNOWLEDGE OF:  Mathematic applications to include arithmetic, algebra, geometry and their applications; administrative and clerical procedures and systems; principles and processes for providing customer and personal services including needs assessment, techniques, quality service standards, alternative delivery systems, and customer satisfaction evaluation techniques; real estate appraisal methods and techniques; types of building construction, design techniques, principles, tools and instruments involved in the production and use of precision technical plans, blue prints, and drawings; computer skills within Windows 10/11Microsoft 365, Microsoft Word, and Microsoft Excel.

ABILITY TO: Follow policies and procedures; complete administrative tasks correctly and on time; support organization's goals and values; gain knowledge of statutes and ordinances governing appraisal of real property; gain knowledge of general land values and land use characteristics in the county; gain knowledge of legal descriptions, metes and bounds, and related means of locating property from county maps; assist in gathering and analyzing information skillfully; assists in making prompt and accurate calculations; answer questions tactfully; use reason even when dealing with emotional topics; assist in providing accurate information to public, et al.; attain a Florida Department of Revenue Certified Florida Evaluator (CFE) appraisal certification.

SKILLS:
Oral and written communication skills; effectively operate a desktop, laptop, or tablet computer; enter data.Bachelor’s Degree from an accredited four-year college or university; supplemented by one (1) year of experience in real estate or real property appraising; or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities. Work experience in a Property Appraiser’s office is preferred. 

LICENSURE AND/OR CERTIFICATIONS: 
Requires a valid driver license at the date of hire and maintain said license while employed in this position.  Applicants must have at least the minimum educational documentation and/or certifications (requested within the job description) uploaded with their application to be eligible for consideration.
