WATER RESOURCE DIVISION MANAGER
Basic Purpose
The Water Resources Division Manager is responsible for the strategic planning, development, and management of grants and contracts, including associated budgets. This role involves setting and achieving goals and objectives for the Water Resources Division, preparing and administering internal policies and procedures related to water resources division activities, and interpreting and explaining applicable rules, laws, and regulations to Tribal leadership, Tribal staff, community members, and other stakeholders.
The incumbent will collaborate closely with the other Natural Resources Department (NRD) divisions and the Tribal Utility Authority (TUA) to protect and maintain various habitats and resources. This includes interdepartmental initiatives and ensuring regulatory compliance. The incumbent will also work with other departments, Tribal Administration, farmers, and ranchers on issues related to water access, delivery, and infrastructure management. The role requires collaboration with professionals such as engineers, construction contractors, environmental experts, and attorneys.

Typical Functions
- Ensure the overall effectiveness and efficiency of the division.
- Research and apply for Federal, State, and Private funding to support divisional activities.
- Oversee the division's water resource and rights projects and activities.
- Supervise and provide guidance to division employees, including performance evaluations, training, and development.
- Ensure activities comply with local, State, and Federal regulations pertaining to water resources.
- Work with the Pueblo's Attorney(s), Tribal Leadership, and others to address the Pueblo's water rights interests, including participating in and reporting on intertribal and multi-agency water rights and resources meetings and activities.
- Manage coordination and cooperation between the Pueblo and entities such as the Bureau of Indian Affairs (BIA), Middle Rio Grande Conservancy District (MRGCD), and Bureau of Reclamation (BOR) to ensure successful operation, maintenance, and improvement of irrigation facilities.
- Collaborate with Pueblo farmers on water irrigation issues and infrastructure improvements.
- Work with the Tribal Programs Administrator, Natural Resources Director, and internal and external entities to develop and implement construction and capital improvement projects.
- Implement projects related to floodwater management, including environmental responsibilities, safety, access rights, and ownership.
- Work with other Natural Resource Divisions on projects related to environmental protection, irrigation infrastructure, water resource planning, and education & outreach initiatives.
- Conduct field activities and operate equipment safely to achieve project objectives.
- Perform all activities in accordance with Santo Domingo Pueblo policies and procedures.
- Satisfactorily complete training as directed by the Supervisor or Human Resources Department.
- Perform other duties as assigned.

Minimum Qualifications
- Bachelor's degree in hydrology, natural resources, environmental science, ecology, biology, watershed sciences, or other applicable field of study, and experience in water resources management or similar fields, preferably with Tribal Governments.
- Advanced knowledge of water resources and water rights issues, practices, and management.
- Extensive knowledge of the principles of hydrology, hydrogeology, and environmental planning.
- Experience in conducting studies, preparing technical reports, and grant writing.
- Supervisory experience, including performance evaluations, training, and development of staff.
- The ability to lift a minimum of 50 pounds regularly and sustain prolonged walking and standing.
- The ability to pass an FBI Fingerprint, background, reference and driver's check and drug screen.
- Extended working hours, including weekends, may be required.
