As the Emergency Management Officer for Debris and Recovery, you will directly contribute to efficient and effective whole-community response to and recovery from incidents or events. This is accomplished through direct coordination with internal and external partners, team leadership, process management, and oversight of critical functions and services related to the core emergency management mission area of debris and recovery. About the Position
In this role, you will perform as a member of the EOC incident staff, coordinating county disaster debris management, helping with recovery, and assisting with planning and preparedness. Responsibilities include, but are not limited, to the following...
Debris Management
- Through regular coordination and communication, develop a county disaster debris management team.
- Integrate state and federal guidelines into local plans to effectively manage debris collection and disposal activities.
- Coordinate with Solid Waste to identify and create operational plans for Debris Management Sites (DMS) and to review, update, and/or complete RFPs for debris hauling and monitoring contracts.
- Coordinate with partners to execute the use of premise agreements for DMS.
- Provide County-specific training to ensure stakeholders have a clear understanding of roles and responsibilities.
- Coordinate with debris vendors to provide annual debris management training for County stakeholders and to ensure timely activation of contracts.
- Coordinate with County Departments to manage the Right of Entry Program (ROE).
- Coordinate with stakeholders to update Sarasota County Disaster Debris Management Plan, as needed.
- Coordinate with Local, State, and Federal partners to ensure debris management efforts are effective and efficient.
- Develop reports and tracking mechanisms for county disaster debris management efforts; update local and state debris management dashboards in a timely manner.
- Be prepared to brief senior leaders on disaster debris management status, successes, issues, and recommendations.
Recovery
- Provide strategic analysis of emergency incident recovery requirements.
- Coordinate with EOC Operations staff to rapidly assess the status of community lifelines, and provide recommendations for stabilization priorities.
- Establish baseline frameworks for Recovery Support Functions (RSFs) to allow for implementation.
- Coordinate with leadership to implement RSFs as may be required following a disaster.
- Establish and maintain contacts and networks for disaster recovery resources and support systems.
- Utilize networks, partner resources, and official information to establish an understanding of community demographics, vulnerabilities, and other community factors that impact disaster recovery.
- Through regular coordination and communication, ensure recovery stakeholders have a clear understanding of both pre- and post-disaster roles and responsibilities.
- Serve as the primary point of contact for disaster recovery programs and information, ensuring written plans and operating guides for recovery are consistent with the FDEM and FEMA frameworks.
- Coordinate with County and external partners to support recovery facilities and resource centers.
- Be prepared to perform as a member of the EOC incident staff, coordinating recovery efforts.
Planning and Preparedness
- Contribute to emergency planning, guides, and procedures.
- Interface with the public to implement and maintain citizen readiness through training and education.
- Participate in the Emergency Management On-Call Program.
About the Schedule
Work Hours:
- Full-Time, 40 hours per week.
- Monday - Friday, 8:00 a.m. to 5:00 p.m.
- Work schedules may vary due to split shifts, rotations, on-call, emergencies, etc.
- Employee's in this role are required to serve On-Call, based on need.
About You
To be considered for this role, you must have the following:
- Bachelor's degree from an accredited college or university in Emergency Management, Public Administration, Business, Finance, Planning, Industrial/Engineering Technology, or a field related to the position -AND- three (3) years of professional job-related experience.
- -OR- Master’s degree can count for one year of work experience.
- -OR- Seven (7) years of professional job-related experience in management and/or strategic planning for emergency management programs may substitute for the required education.
- Valid Florida driver's license within 30 days of hire.
The ideal candidate has the following knowledge, skills, and/or abilities to:
- Motivate and lead diverse teams with effective speaking and writing skills during stressful situations.
- Knowledge of FEMA guidelines to manage debris collection, reduction, and disposal activities.
- Develop and manage program budgets, using County resources effectively and efficiently.
- Experience with contract negotiations.
- Operate modern office equipment and computer software.
- Analyze issues and implement solutions to complex problems to achieve goals and objectives.
- Handle multiple tasks simultaneously with frequent interruptions.
- Exercise independent judgment and discretion for decision-making.
- Explain complex policies and processes.
- Facilitate meetings effectively and efficiently.
Bonus Qualifications:
- Master's degree in Emergency Management or similar field.
- Certified Emergency Manager (CEM) certification through the International Association of Emergency Managers.
- Florida Professional Emergency Manager (FPEM) certification through FEPA.
- FEMA Certificates: Professional Development Series; Advanced Professional Series; ICS 300, ICS 400; L449.
Subject to Passing Substance Screening: This position is subject to passing a pre-employment substance screening. An applicant who fails to pass a required drug screening test shall be disqualified from employment for a period of five years.
Physical Demands: Employees in this role must frequently lift and/or move 25 lbs.
CJIS Clearance: The successful candidate will be subject to an extensive background check(s) as a part of the hiring process.
About Everything Else
Starting Pay Range: $65,000.00 - $70,000.00, based on experience.
