POSITION SUMMARY
The Information Technology (IT) manager plays a crucial role in overseeing and managing the technological infrastructure essential for conducting secure, efficient and accurate elections. The IT manager is responsible for the general management of the IT department staff and engages in technical, administrative and supervisory work, including interaction with directors, other managers and departments, vendors and county and state agencies. The manager must maintain knowledge of all IT and technical systems used to support the operations of the elections office.
Skills and Qualifications
REQUIRED
- Graduation from a regionally accredited college or university with bachelor’s degree in information technology, computer science, computer operations, information systems, or a similar field of study
- Minimum of 5 years’ experience in computer operations, data communications, or information technology, including supervisory training or experience
- Experience with network administration, database management and cybersecurity practices
- Working knowledge of the principles and practices of supervision and management
- Skilled in organizational procedures
- Ability to coordinate various activities and set priorities during elections
- Ability to manage staff in various technical fields to meet goals, deadlines, and objectives
- Working knowledge of systems administration, network administration, and GIS administration
- Ability to utilize effective methods in handling situations as they arise with minimal disruption
- Ability to understand and carry out complex oral and written instructions
- Ability to develop, write, compile, analyze, compose, and edit policies, correspondence, reports, and forms
- Ability to understand county, state and federal regulations as they relate to the electoral process
- Ability to establish and foster good working relationships
- Adaptable to change
PREFERRED
- Master’s degree in public administration, business administration, computer science, computer operations, cybersecurity, information systems, information technology, or a similar field of study
- CompTIA A , Network , Microsoft 365 Administrator Certification, Certified Information Systems Security Professional (CISSP) and project management experience
- Experience with election specific hardware and software providers
- Knowledge of federal, state, and county legislation, directives and applicable laws as they pertain to the election process
Functions and Responsibilities
- Oversee the management of the IT staff and responsibilities
- Demonstrates competence, knowledge of and/or possesses certifications in one or more specific IT functions
- Evaluate, plan, review, and recommend long-range enhancements for computer hardware, software and data communications equipment
- Participate in budget preparation providing justification and monitoring throughout the budget year
- Manage inventory of IT assets including procurement, maintenance and lifecycle management.
- Supervise a staff of technical employees providing support and training; conduct performance reviews, address policy violations, coach staff to improve when necessary and recommend hiring and termination
- Provides solutions and manages the IT department response to calls from users and vendors with software, hardware and telecommunications issues, procedures, applications, or equipment malfunctions; coordinates with vendors and external partners to resolve technical issues promptly
- Ensure all IT systems comply with federal, state and local election laws and regulations.
- May prepare manuals for applications and develop departmental standards, guidelines and written procedures for all aspects of IT election responsibilities including processes related to computer hardware and software
- Oversee network and systems administration including troubleshooting, installs, monitors, maintains, diagnoses, tests, analyzes and perform corrective steps to resolve problems with network communications, software and hardware
- Oversee the performance of operational duties including preventative maintenance, systems database enhancements, systems security for users, electronic storage, maintenance of system, backup, transfer, and shutdown procedures
- Implement and monitor cybersecurity measures to protect election data and systems from threats and unauthorized access.
- Participate in the continuity of operations and emergency plans as related to IT services and responsibilities
- Employ effective management skills, value and foster positive and collaborative working relationships, interactive communication and successful processes for all IT staff and across all departments.
- Represent the SOE and manage the day-to-day departmental functions as directed
- Assist in determining staffing requirements for IT department full-time and temporary employees
- Participates in the coordination of election timetables
- Coordinates preparation for and conduct of election night proceedings
- Coordinates special projects as directed
- Stays informed of new laws and changes regarding the election process.
- Other duties as assigned.
Work Environment
- Involves sitting at a desk, prolonged standing at times, stooping and occasional lifting of objects less than 25 pounds, possibly moving objects up to 100 pounds with assistance.
- Demands the ability to work well under pressure.
- Work may involve extended hours at various locations, local travel, occasional long-distance travel for training
Job Type: Full-time
Pay: $67,912.00 - $115,460.00 per year
