Job Description

We are seeking a talented and energetic Master Scheduler - Program Analyst. This position can be filled by a level III (Master Scheduler), IV (Senior Master Scheduler), or V (Principal Master Scheduler). This position will support the Space and Missile Systems Center (SMC) Military Satellite Communications (MILSATCOM) Systems Directorate (SMC/MC) on the MILSATCOM Systems Engineering, Integration, and Test (MSEIT) Contract. The overarching purpose of the MSEIT contract is to increase the effectiveness and efficiency of all Directorate and program systems engineering capabilities, to support the creation and control of system definitions and technical baselines, to support development of end products, and to standardize and streamline engineering processes and products across SMC/MC.

This onsite, El Segundo, CA position is a full-time, salaried position. It is a requirement that the selected candidate must have or be able to obtain and maintain a Secret Clearance and be a US Citizen.

SEIS participates in the E-Verify program to validate authorization to work in the United States.

Role And Responsibilities

  • Develop and manage an integrated master schedule (IMS) for all projects or operations, considering dependencies, constraints, and resource availability.
  • Collaborate with project managers, department heads, and stakeholders to understand project requirements, objectives, and milestones.
  • Utilize Schedule Risk Analysis (SRA) tools to Identify and assess risks, issues, and conflicts that may impact the schedule, and develop mitigation plans.
  • Regularly update and maintain the master schedule by incorporating changes, updates, and adjustments as necessary.
  • Monitor project progress and identify any deviations from the schedule, taking proactive measures to address delays or other issues.
  • Conduct regular meetings and discussions with project teams to review and analyze project status, identify bottlenecks, and recommend solutions.
  • Provide accurate and timely reports, dashboards, and visualizations that communicate project status, key metrics, and performance indicators to management and stakeholders.
  • Continuously improve scheduling processes, tools, and methodologies to enhance efficiency and accuracy.
  • Train and mentor project team members on best practices for schedule management and adherence.
  • Collaborate with procurement and resource management teams to ensure alignment between the schedule and resource allocation.
  • Assess health of master schedule through DCMA 14-point assessment.

Qualifications And Education Requirements

  • This position can be a level III to level V position and requires one of the following:
  • Bachelor’s with seven (7) through fifteen (15) years or more of related experience.
  • Master’s with four (4) through thirteen (13) years or more experience.
  • PhD with zero (0) through ten (10) years or more of related experience.
  • Must be a US Citizen.
  • Must possess or be able to obtain a Secret Clearance.
  • Two (2) years of MS Project experience.
  • One (1) year of Milestones Pro experience.
  • Department of Defense (DOD) Experience.

Preferred Skills

  • Aerospace Experience.
  • Strong analytical and problem-solving skills with the ability to identify critical paths, analyze complex data, and make informed decisions.
  • Proficiency in project management software, such as Microsoft Project, to develop and manage schedules.
  • Excellent communication and interpersonal skills to effectively collaborate and coordinate with diverse teams and stakeholders.
  • Exceptional organization and time management skills to prioritize tasks, meet deadlines, and manage multiple projects simultaneously.
  • Attention to detail and a commitment to accuracy in maintaining and updating schedules.
  • Ability to work well under pressure and adapt to changing priorities and requirements.
  • Strong leadership skills with the ability to influence and motivate teams to achieve project goals.
  • Knowledge of project management methodologies and best practices.
  • Proficiency in data analysis and visualization tools, such as Excel, to generate reports and metrics.
