POSITION: CHIEF SCHOOL FINANCIAL OFFICER (CSFO)
- Reports To: Superintendent
- Fiduciary Responsibility: Board of Education
- FLSA Status: Exempt
- Salary & Terms: Negotiable
JOB GOALS:
To manage the financial operations of the Satsuma City Board of Education in a way that ensures the most effective use of financial resources while supporting the district’s educational mission. The CSFO is responsible for implementing a financial management system that accurately reflects the district’s financial condition in a timely manner.
QUALIFICATIONS:
- Bachelor’s degree from an accredited four-year institution with a business-related concentration, including at least nine semester hours in accounting (required).
- Master of Business Administration (MBA) or other graduate degree (preferred).
- Certified Public Accountant (CPA) (preferred).
- Minimum of three years’ experience in a business-related field.
- Experience in governmental accounting, preferably with a local board of education (preferred).
- Completion of the Alabama State Department of Education’s CSFO certification within three years (required).
- Ongoing professional development to maintain CSFO certification.
- Bondable under state requirements.
- Valid Alabama driver’s license.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
- Strong knowledge of accounting laws, policies, and financial regulations.
- Understanding of tax laws related to employee benefits, payroll, and financial reporting.
- Proficiency in financial management software and automated accounting systems.
- Strong supervisory and personnel evaluation skills.
- Excellent communication skills, both verbal and written.
- Ability to work effectively in a fast-paced, high-intensity environment.
DUTIES & RESPONSIBILITIES:
- Maintain a financial management system that adheres to generally accepted accounting principles and government accounting standards.
- Ensure accurate receipt and disbursement of funds in compliance with applicable laws and Board policies.
- Keep detailed and transparent records of financial transactions and provide reports to the Superintendent and Board as required.
- Oversee payroll and benefits administration in accordance with all legal and regulatory requirements.
- Prepare and present financial reports, including monthly and annual budget summaries.
- Maintain compliance with state and federal financial reporting requirements.
- Develop and enforce internal controls to safeguard district assets and manage inventory.
- Supervise the district’s purchasing and contracting procedures.
- Manage cash flow and oversee investment strategies, with Superintendent approval.
- Ensure compliance and financial oversight of special programs such as Child Nutrition.
- Coordinate annual budget development and amendments.
- Supervise and evaluate financial department personnel.
- Serve as the network administrator for the district’s accounting software.
- Attend Board meetings and present financial information as necessary.
- Perform additional duties as assigned by the Superintendent or Board.
