Senior Programmer Analyst (Solution Architect)

Minimum Qualifications

Responsibilities

Technical Architecture Design

  • Analyze the existing IT infrastructure and application stack, identifying gaps and areas for improvement.
  • Develop a comprehensive technical architecture that supports program objectives, including system scalability, performance, and security.
  • Provide recommendations for transitioning legacy systems (e.g., .NET Framework 4.5) to modern platforms (e.g., .NET 8).

Integration and Interoperability

  • Design integration strategies to ensure seamless communication between program systems, databases, and external platforms.
  • Establish API standards and protocols to facilitate interoperability.
  • Provide guidance on integrating with third-party tools and platforms, such as ArcGIS or ServiceNow.

    • Data Strategy and Governance

  • Collaborate with database teams to establish a robust data strategy, including data quality, governance, and security.
  • Define database design principles and standards for optimized performance and scalability.
  • Develop solutions for database cleanup and migration as part of legacy modernization. Accessibility and Compliance
  • Ensure all technical designs meet Web Content Accessibility Guidelines (WCAG) 2.1 standards.
  • Provide recommendations for enhancing accessibility features in public-facing applications.
  • Ensure compliance with applicable regulations and standards.

    • Technical Documentation and Knowledge Transfer

  • Prepare detailed technical documentation, including architectural blueprints, design patterns, and best practices.
  • Conduct knowledge transfer sessions for development and operations teams to ensure long-term sustainability.

    • Qualifications

  • Proven experience in designing and implementing technical architectures for enterprise-level systems.
  • Expertise in modern development platforms, such as .NET 8, and legacy modernization strategies.
  • Strong knowledge of database systems, data governance, and migration best practices.
  • Experience with integration strategies, including API design and third-party platform interoperability.
  • Familiarity with accessibility standards, including WCAG 2.1 compliance.
  • Excellent communication and documentation skills.
  • Ability to work collaboratively in an Agile environment.
