POSITION SUMMARY :

The Accounting Project Specialist, under the direction of the ACFS Director, is responsible for performing a variety of accounting / financial functions to provide the ACFS Division’s Management Team support. This position plays a key role in budget planning, forecasting, and financial analysis.

ESSENTIAL FUNCTIONS :

  • Assists the Management Team with implementing, monitoring and analyzing financial reports and records for all ACFS Division.
  • Analyzes financial data and creates financial reports for decision-making purposes to ACFS Management Team.
  • Prepares internal financial reports and spreadsheets for management.
  • Maintains contract files for numerous Federal, State and local grants and / or contracts.
  • Assists in grant application and monitoring for compliance.
  • Overseeing and managing the financial budgeting and forecasting process within the Division
  • Assisting in the development and implementation of internal financial policies and procedures
  • Providing guidance on financial management matters to Management Team
  • Maintaining up-to-date knowledge of organizational procedures, federal and state regulations affecting financial records.
  • Manage GSA Fleet
  • Assists Management Team with the annual budget for each cost center and, as needed, modifications
  • Assisting in the preparation of yearly audits and providing necessary financial data
  • Reviews disbursement vouchers for proper documentation, company, and cost center and line numbers.
  • Participates in monthly, quarterly and annual audits for internal and external examination.

ADDITIONAL RESPONSIBILITIES :

  • Participates in Division and organization’s special projects teamwork and ad hoc committees.
  • Reports to the ACFS Division Director any areas of non-compliance with any regulations, laws, regulatory changes, internal controls, policies, and procedures and prepares corrective action plans in response.
  • Attends meetings such as Administrative Financial Reviews, ACFS Program Directors / Direct Reports, Board of Directors.
  • Attends training / conferences related to grant requirements and other subject matter conferences and training to benefit the organization.
  • All other job-related duties as assigned.
  • CONTACTS :

    Immediate peers, peers in other departments, immediate supervisor / program directors, managers in other departments, Accounting, Executive Team, Board of Directors, customers, outside vendors / service providers, Federal, State, local agency representatives and funding sources.

    PHYSICAL REQUIREMENTS :

    Position light with lifting of 20 pounds and frequent lifting / carrying up to 10 pounds. Physical factors include constant sitting and typing; frequent use of hearing and occasional standing, walking, carrying / lifting, stooping, kneeling, reaching, manual handling, use of near / midrange / far vision, depth perception and color / field of vision, travel and bending. Working conditions include occasional exposure to weather, extreme heat / cold and wet / humidity, noise, vibration and air quality.

    REQUIREMENTS :

    Education : Associates Degree in Accounting or Business Administration or three years demonstrated ability in related work experience required.

    Experience : Minimum of one year experience in accounting or business-related field in addition to above stated education is required

    Certification / License : Will be required to complete and pass pre-employment drug testing.

    Knowledge, Skills, and Abilities :

  • Must have experience and working knowledge of accounting systems and software, word processing, expertise with Excel spreadsheets, inventory systems, and GAAP standard accounting practices.
  • Must have knowledge of accounting, budget preparation, inventory management, and data entry procedures, accounts payable and receivable, bank reconciliation procedures, cash handling, purchasing documentation, timekeeping, filing and archiving systems, and organizational management principles and practices.
  • Must possess intermediate Microsoft skills as well as mathematical and computational skills, basic statistics, and the ability to create formulas in Excel, and produce spreadsheets and reporting templates and formats to present accounting data.
  • Must possess analytical skills to interpret and report accounting data to Management Team in a comparative and / or forecasting or trended format in a concise, accurate, and reliable format for operational results impacting the effectiveness of the programs and services.
  • Must have strong interpersonal, oral, and written communication skills.
  • Must possess strong problem-solving skills, work ethic, organizational skills, attention to detail, and decision-making skills and be able to work with others and work independently and be self-directed.
  • Must be a self-starter, focused, energetic, and a team player who enjoys challenges and increasing responsibilities.
  • Knowledge of JD Edwards, financial analysis spreadsheet tool, Microsoft Office suite, and other accounting tools preferred.
  • Knowledge of Tribal Governments including year-end audit requirements, Federal and State grant requirements, and Tribal Accounting policies and procedures preferred.
  • Knowledge of ACFS Division, Tribal Organization structure, programs and services preferred.
  • Experience and skill in reconciliation processes, intercompany transactions between cost centers and locations, and documentation for accruals and a strong general accounting skillset.
  • Must maintain a good moral character standing.
  • Will be required to complete and pass pre-employment drug testing.
  • Must maintain confidentiality.
  • Native American preferred.
