PRIMARY FUNCTION:  The Senior Director of Capital Projects is a senior leadership role within the Savannah-Chatham County Public School System (SCCPSS), responsible for overseeing the planning, execution, and management of all capital projects. This role demands a strategic and analytical approach to managing large-scale construction and renovation projects, ensuring they are completed on time, within budget, and to the highest quality standards. The Senior Director will work closely with internal stakeholders, including project managers, architects, and data analysts, as well as external vendors and contractors, to ensure the successful delivery of capital projects that support the district's educational mission and goals.

 

REPORTS TO: Executive Director – Capital Projects

SALARY SCHEDULE: A-3

WORK DAYS: 250

 

REQUIREMENTS:

  • Education Level: Bachelor’s degree in Construction Management, Engineering, Project Management, Business Administration, or a related field

Preferred: Master’s degree

Experience, Skill, and Certification: 

  • PMP (Project Management Professional) certification required.
  • Proven experience in managing large-scale capital projects, preferably in an educational or institutional setting.
  • Strong knowledge of building codes, regulations, and industry standards.
  • Proficiency in project management software such as Primavera, e-Builder, and ERP systems.
  • Excellent leadership and team management skills.
  • Strong financial acumen and experience in budget management.
  • Excellent communication and interpersonal skills.
  • Ability to multitask, prioritize, and meet deadlines in a dynamic environment.

Preferred Qualifications :

  • Knowledge of e-Builder Construction Application Software.
  • Minimum of ten or more years of experience in project management with construction industry knowledge.

  

ESSENTIAL DUTIES:

 

 1Strategic Planning and Oversight:

  • Develop and implement a comprehensive strategy for capital projects aligned with the district's goals and objectives. 
  • Assess the current state of facilities and infrastructure and develop long-term plans for upgrades, repairs, and renovations.
  • Ensure capital projects align with academic and extracurricular schedules.

 

2. Project Management:

  • Oversee the planning, execution, and management of all capital projects, ensuring they are completed on time, within budget, and to the highest quality standards.
  • Provide guidance and support to project managers, architects, and other team members.
  • Conduct regular project reviews and provide status updates to senior leadership. 

3. Budgeting and Resource Management:

  • Develop and manage the capital projects budget, ensuring cost-effective use of resources.
  • Identify funding opportunities, prepare grant proposals, and manage grant funded projects.
  • Analyze financial data and make recommendations for efficient allocation of resources. 

4. Quality Assurance and Compliance:

  • Ensure compliance with all relevant local, state, and federal regulations and safety standards.
  • Develop and implement policies and procedures related to project management and facility safety.
  • Conduct regular inspections and audits to identify potential hazards and implement corrective measures.

 

5. Team Management and Leadership:

  • Recruit, hire, train, and evaluate capital projects staff.
  • Foster a culture of excellence, collaboration, and continuous improvement within the department.
  • Provide guidance and professional development opportunities to enhance staff skills and knowledge.

 

6. Vendor and Contract Management:

  • Establish and maintain relationships with external vendors, contractors, and service providers.
  • Negotiate contracts, monitor performance, and ensure compliance with contractual agreements.
  • Coordinate procurement processes for equipment, supplies, and services as needed.

 

7. Data Analysis and Scheduling:

  • Oversee the maintenance, analysis, and integration of the Capital Projects ERP system processes.
  • Develop and maintain detailed project schedules using Primavera and e-Builder.
  • Ensure data accuracy, efficient system processes, and comprehensive reporting.

 

8. Collaboration and Coordination:

  • Work closely with school administrators, staff, and external vendors to coordinate project efforts.
  • Ensure effective communication and collaboration between all project stakeholders.
  • Support the development and implementation of architectural and project management policies and procedures.

 

TERMS OF EMPLOYMENT

Incumbents will be considered “at will.” This position is considered to be “essential personnel, critical staff” when there is an event that creates security challenges or disruptions to district operations.

 

This position may be required to work during identified periods of an emergency as defined in Policy Regulation GBRB-R, Title: Professional Personnel Time Schedules.  Appropriate pay will be determined based on Grade A-3 and allowable experience as determined by Human Resources. This is a 250-workday position. Rev 7/24
