The Emergency Management Lead manages execution of the Facility Drill Program (FDP) for assigned Liquid Waste (LW) high hazard and core facilities in compliance with DOE Orders, Site Manuals and LW Emergency Management program performance-based requirements. Conducts training drills and evaluated exercises to ensure performance of watch-stander personnel in response to facility emergencies. Manages assessments to evaluate and demonstrate functional area programmatic compliance and readiness.
- Demonstrates a clear understanding of Liquid Waste Emergency Management requirements and responsibilities for integration with the overall Site mission.
- Ensures that facility Emergency Response Organization (ERO) personnel annual training commitments are met.
- Ensures the execution of the Facility Drill Program (FDP) compliant with DOE Order and Site Emergency Management organization requirements.
- Completes Drill Controller/Evaluator training and maintains qualification.
- Completes self-assessment course to achieve assessor qualification.
- Completes Functional Area Subject Matter Expert training and qualification.
- Oversees bi-annual compliance reviews for DOE Orders associated with the Emergency Preparedness Functional Area.
- Reviews post drill/exercise documentation per established organizational schedule and format standards.
- Performs periodic programmatic assessments of LW facilities.
- Oversees development of periodic functional area performance reports.
- Reviews proposed changes to safety-related documents associated with impacts on the overall LW FDP.
- Provides oversight for administrative/support tasks (e.g., qualification tracking, key performance indicator update/review, training schedule coordination, etc.) for overall FDP.
- Often delegated to act as program representative for company-level briefings and meetings and/or act as representative/liaison between the company and M&O contractor or DOE-SR.
- Other duties as assigned.

This position falls under DOE Order 426.2 and as such must meet the conditions of the order. This may require additional specific training and/or knowledge dependent on position’s duties and responsibilities.
- Bachelors or Associates degree
- In depth knowledge of applicable DOE Orders (e.g., DOE O 151.1D, Comprehensive Emergency Management, DOE O 150.1B, Continuity Programs, DOE O 153.1, Departmental Radiological Emergency Response Assets
- State, federal or municipal experience in a regulated field such as FEMA, military service, law enforcement, public health or education
- Demonstrated proficiency producing high quality work plans, reports, and assessments
- Demonstrated proficiency developing professional verbal and written communications or presentations
