In this role, you will play a key part in shaping procurement strategies, optimizing operational efficiency, and informing investment decisions through robust analyses, including Earned Value Management (EVM), Return on Investment (ROI), and Life Cycle Cost Estimates (LCCE). As a trusted advisor to program leadership, you will develop and validate Independent Government Cost Estimates (IGCEs), perform cost realism assessments, and support reconciliation efforts to ensure transparency, accuracy, and compliance throughout the acquisition lifecycle. Essential Functions
- Providing inputs to independent cost estimates (for life cycle costs or other activities)
- Preparing estimates at completion (EAC) for work conducted by a government activity
- Providing recommendations on cost realism
- Performing contract Earned Value Management system (EVMS) analyses
- Providing Return on Investment figures
- Performing operational analysis on maintenance projects
- Providing an IGCE narrative detailing how each IGCE was developed with specific assumptions, calculations, and supporting analyses in sufficient detail for procurement package
- Analyzing, evaluating and providing recommendations for Total Estimated Planned Value (TEPV) and Life Cycle Cost Estimate (LCCE).
- Supporting the cost estimate reconciliation process, examining for completeness, analyzing similarities and differences, and resolving problems of duplication or omission.
