The Job
SCAN Health Plan is seeking a Product Manager to lead the design, implementation, and performance of Medicare Advantage products across multiple states. This role is responsible for benefit design, product operations, regulatory compliance, vendor collaboration, market expansion initiatives, and cross-functional coordination to ensure competitive and compliant offerings. The Product Manager will work closely with Actuarial, Finance, Compliance, Sales, and Operations teams to drive product performance, optimize benefit structures, and support strategic growth initiatives.

This role is responsible for benefit design, product operations, regulatory compliance, vendor collaboration, market expansion initiatives, and cross-functional coordination to ensure competitive and compliant offerings. The Product Manager will work closely with Actuarial, Finance, Compliance, Sales, and Operations teams to drive product performance, optimize benefit structures, and support strategic growth initiatives.
You Will
Product Strategy & Benefit Development
- Direct the design, implementation, and evaluation of Medicare Advantage products across multiple markets.
- Lead benefit design, PBP entry and review, vendor collaboration, and operational execution to support plan competitiveness and compliance.
- Develop and maintain CMS filing guides and resources covering Medicare-covered benefits, Supplemental Benefits, Part D, and VBID/SSBCI programs.
- Ensure compliance of all benefit designs, supporting audit readiness and regulatory accuracy.
- Evaluate product impact and ensure benefits are implemented as filed and administered per CMS guidelines.
- Achieve 100% accuracy in the timely filing of annual Medicare bids while ensuring compliance with CMS regulations.
- Assist with annual Medicare Advantage and Fully Integrated Dual Eligible Special Needs Plan (FIDE-SNP) applications and maintain regulatory documentation.
- Serve as the Product Team liaison in Regulatory and Compliance meetings, providing informed responses and ensuring alignment with CMS guidance.
- Provide centralized year-round support for the development and review of mandated marketing materials (EOC, ANOC, SB, Plan Guides) for designated regions.
- Work closely with Actuarial and Finance teams to enhance financial modeling and strategic analysis.
- Conduct rate comparisons and competitive assessments to ensure cost-effective and competitive plan offerings.
- Monitor market trends, sales performance, and member feedback to refine product strategy and ensure alignment with market demands.
- Support Medicare business readiness initiatives, ensuring seamless implementation of new or modified plan offerings.
- Partner with leadership, regional teams, and key stakeholders to develop market-specific product strategies.
- Serve as a Subject Matter Expert (SME) for product operations, supporting cross-functional teams and business constituents on product-related inquiries.
- Provide mentorship and training to team members, enhancing knowledge retention and product expertise.
- Assist in the development of executive reporting, presentations, and documentation to support strategic product initiatives.
- Oversee multiple projects across the product lifecycle, ensuring adherence to key milestones and regulatory deadlines.
- Lead end-to-end product implementation efforts, coordinating across business units to ensure seamless execution.
- Partner with vendors and internal teams to optimize supplemental benefits and service offerings.
- Participate in the concept development of new product initiatives, framing options for leadership and decision-makers.
- Provide direct support to Customer Service teams, addressing product-related inquiries and ensuring member and provider engagement.
- Manage ad hoc strategic initiatives, corporate requests, and product enhancement projects.
- 5 years of experience in Medicare Advantage product development, benefit administration, or product operations.
- 3 years of Management experience
- Proven success in Medicare bid filings, regulatory compliance, and benefit design.
- Strong understanding of CMS regulations, PBP entry, bid filing, and Medicare product strategy.
- Experience with financial modeling, rate comparisons, vendor negotiations, and competitive market analysis.
- Experience with business readiness, implementation, and ensuring operational alignment with CMS requirements.
- Base Pay Range: $106,200.00 to $169,900.00 (Annually)
