Job Description : SUNY Schenectady County Community College is seeking a full-time Chief Information Officer for our Information Technology Department. Under the general direction of the Executive Vice President for Administration & Finance, the Chief Information Officer (CIO) provides leadership, vision, and strategic direction for the college's Information Systems (IS) department. This position is responsible for planning, coordinating, and implementing IT services that support academic and administrative functions, ensuring effective and efficient use of information technology to meet institutional goals.The CIO oversees all aspects of information systems, including enterprise systems (with expertise in SQL), personal computer networks, multimedia services, internet access, instructional systems, server and network infrastructure, and cloud solutions such as Microsoft Azure / Entra. This role also involves developing policies, setting priorities, managing budgets, and ensuring compliance with government budgeting and regulatory processes.The CIO serves as a member of the President's Council, participating in the formulation, interpretation, and implementation of college policies and the strategic plan. The CIO supervises information systems professionals, technical staff, and support personnel, ensuring the team works cohesively to meet the college's technology objectives. RESPONSIBILITIES IT Leadership & Strategic Planning : Guide the development and implementation of the College's Technology Plan and Information Technology Master Plan in alignment with the institution's mission and Strategic Plan. Establish long-term planning, goals, and priorities for IT resources and services while ensuring timely execution. IT Infrastructure Management : Manage and maintain all aspects of the College's IT infrastructure to ensure system stability, uptime, and reliability. Plan, evaluate, and recommend the purchase, replacement, and upgrade of hardware, software, and networking / telecommunications components. Enterprise Systems & Security Oversight : Lead the management of enterprise systems, including Banner (or similar systems) and SQL-based platforms, ensuring they support administrative and academic objectives. Develop and implement the College's Information Security program, ensuring compliance with accessibility laws, accreditation standards, and cybersecurity best practices. Project Implementation & Operations : Oversee the implementation of IT projects, including prioritization, resource allocation, and progress monitoring, ensuring alignment with institutional needs. Manage the College's IT ticketing system to provide efficient and responsive user support. Compliance & Accessibility : Ensure compliance with federal, state, and local laws and regulations, including SUNY requirements and ADA accessibility standards for IT resources. Manage new or modified IT content to ensure accessibility for persons with disabilities. Budgeting & Vendor Management : Develop and manage the IT department budget, supporting short- and long-term planning for technology infrastructure. Serve as the primary administrative contact for IT vendors, managing vendor relationships, licenses, contracts, and warranties to meet institutional needs. Community Engagement & Communication : Work with staff, faculty, and students to ensure IT resources meet operational and educational needs. Implement procedures for communicating IT policies, updates, and training to the College community. Staff Supervision & Development : Supervise and develop IT staff, ensuring technical and professional growth. Build a collaborative, high-performing team to address evolving technology challenges. Performance Measurement & Reporting : Prepare detailed reports on IS operations, cost management, and project outcomes. Establish metrics to measure the performance and impact of IT services. Other Responsibilities : Prepare reports on IT operations, budget items, and project proposals. Serve as the College's representative to SUNY in IT-related matters. Participate in President's Council discussions and the formulation of College policies. Perform other duties as assigned. Requirements : Minimum Qualifications : Bachelor's degree in Computer Science, Computer Information Systems, Business Administration, or a related field. Five (5) years of experience in IT, with at least two (2) years in a supervisory capacity. Preferred Qualifications : Master's degree. Progressively responsible IT experience in higher education, preferably within a community college. Proven ability to manage IT budgets and navigate government budgeting processes. Direct experience with Banner (or related systems), information security, and large-scale technology project implementation. Strong understanding of modern cloud technologies (e.g., Microsoft Azure Entra) and cybersecurity principles. Excellent communication skills and a demonstrated ability to lead and inspire teams. Commitment to the community college philosophy and diverse student populations. Knowledge of ADA accessibility requirements for IT resources.
