JOB DESCRIPTION
JOB GOAL:
To manage the day-to-day operations for the Payroll Department, periodically run all payroll processes, lead Senior Payroll Specialists and Payroll Specialists and handle scalations.
QUALIFICATIONS:
- Associate Degree from an accredited educational institution.
- Minimum of five (5) years of successful payroll experience.
- Comparable amount of training and experience may be substituted for the minimum qualifications.
KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of accounting principles and methods and their application to the payroll preparation. Knowledge of the laws, rules and regulations relating to payrolls, Knowledge and ability to analyze a complex computer system and the information produced. Ability to understand directions and deal effectively with subordinates, the public and co-workers. Ability to keep records and prepare statistical reports. Knowledge of computer software tools, office practices and procedures. Ability to analyze, interpret and use data in decision making. Ability to work independently and make accurate judgments.

SUPERVISES:
Staff as Assigned
PERFORMANCE RESPONSIBILITIES:
- Coordinate and supervise day-to-day operations for the Payroll Department.
- Coordinate and process supplement pay.
- Run ON cycle payroll periodically.
- Assist in facilitating W-2 processing.
- Assist with audit requests and subsequent integration of process changes resulting from audit findings.
- Perform all payroll processes in a primary or backup role.
- Calculate pay reconciliations for contract and hourly employees.
- Review pay calculations performed by Senior Payroll Specialists and Payroll Specialists for accuracy and training purposes.
- Serve as the first point of contact for payroll escalations.
- Coach and mentor Payroll team members to ensure professional growth and advancement opportunity.
- Maintain payroll procedures manuals.
- Supervise training, ongoing process engineering, and document updates for the Payroll Department
- Process Wage Attachments, Garnishments, and Child Support following State and Federal guidelines.
- Assist Payroll Administrator as required.
- Resolve payroll system problems and implement PeopleSoft system changes.
- Calculate and process off cycle checks.
- Periodically analyze requests for payroll information from the payroll system.
- Attend meetings pertaining to payroll.
- Balance and process tax deposits.
- Process end-of-year pay, work calendars, and retroactive pay.
- Ensure adherence to good safety standards.
- Maintain confidentiality regarding school / workplace matters.
- Exhibit interpersonal skills to work as an effective team member.
- Model and maintain high ethical standards.
- Represent the district in a positive and professional manner.
- Demonstrate initiative in the performance of assigned responsibilities.
- Respond to inquiries and concerns in a timely manner.
- Keep supervisor informed of potential problems or unusual events.
- Follow federal and state laws as well as School Board policies, rules and regulations.
- Prepare all required reports and maintain all appropriate records.
- Maintain expertise in assigned area to fulfill project goals and objectives.
- Participate successfully in the training programs offered to increase skill and proficiency related to assignment.
- Perform other tasks consistent with the goals and objectives of this position.
PHYSICAL REQUIREMENTS:
Light Work: Exerting up to pounds of force occasionally, and/or up to 20 pounds of force frequently as needed to move objects.
TERMS OF EMPLOYMENT:
Salary and benefits shall be paid consistent with the District’s approved compensation plan. Length of the work year and hours of employment shall be those established by the District.
EVALUATION:
Performance of this job will be evaluated in accordance with provisions of the Board’s policy on evaluation of personnel.
