Job Qualifications:
Education: Must possess a High school diploma, Associate’s degree, or considerable college coursework in criminology, law enforcement, or related field desirable.
Certification or Licensure: Must be certified by the Georgia Peace Officer Standards and Training Council (P.O.S.T.) as a Police Officer. Possession of a valid state driver’s license or equivalent. First aid and CPR certification or willingness to acquire within a specified time.
Skills: Any combination of applicable education, training, and experience that provides the knowledge, abilities, and skills necessary to perform effectively in the position may be considered. Ability to work effectively with administrators, colleagues, central office, and school-based staff, students, parents, and community. Possess critical thinking skills, excellent oral and written communication, and human relation skills. Demonstrate professionalism, interpersonal, communication, and leadership skills.
Work Experience: At least three years of supervisory experience or the equivalent at a county municipality or 5 years or more as a School Resource Officer (SRO). Must not have been convicted of a felony or some other crime involving moral turpitude.
PRIMARY DUTY:
This position is responsible for implementing safety and security programs ensuring a safe and secure environment for the students, administration, faculty, and staff of Richmond County Schools as the field supervisor. Ensure supervisors and School Resource Officers develop strategies to address critical safety and security issues within the schools. Designs and implements comprehensive training programs for staff. Works collaboratively with school and system leadership to implement programs that ensure safe and secure schools.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
1.Acts as an advisor to the Captain and Chief for all such matters affecting the effectiveness and efficiency of the Safety and Security Department.
2.Performs duties as the “on the street” Field Supervisor for all of the RCBOE schools.
3.Provides direct supervision of the Zone Sergeants including monitoring their performance and outcomes. Also, acts as a role model and mentor to the Sergeants for their supervisory development. Review and approve incident and investigative reports submitted by the Sergeants and School Resource Officers. Oversee and supervise all felony arrests and investigations.
a.Provides second-line supervision of the SROs to monitor their performance and outcomes.
b.Ensure the Sergeants and SROs develop strategies to address critical safety and security issues within the schools and monitor their outcomes.
c.Monitor the Sergeants and SROs to ensure regular physical security audits at RCBOE facilities.
4.Prepare annual performance appraisals for subordinates.
5.Act as the Department Training Officer developing, conducting, and coordinating all required and necessary training. Assist the Captain with documentation for Georgia P.O.S.T. requirements.
6.Collaborate with central administration and school principals, faculty, and staff to ensure proper security and safety measures are current and implemented for all schools and system facilities.
7.Maintains appropriate liaison with federal, state, and local law enforcement agencies to achieve common objectives related to school safety and security.
8.Assists and advises the Chief and Captain in personnel matters including, but not limited to hiring, job assignments, promotions, and disciplinary matters.
9.Assists the Chief with the implementation of emergency response plans relating to RCBOE facilities. This includes related training, tabletop, and annual exercises.
a.Analyzes and plans for potential risks, such as outbreaks of infections or disease, severe weather conditions, fires, violent crimes, or other emergencies;
b.Prepares and conducts safety exercises;
c.Responds to emergencies, such as natural disasters, and assesses the situation and level of response required;
d.Communicates with emergency services and other government agencies in the event of an emergency;
10.Assures safety and security at special events such as athletic events, graduations, and other ceremonies supervising field operations at these events.
11.Act as the Department Community Relations Officer developing and implementing programs that will enhance community involvement with the RCBOE schools as directed by the Chief.
12.Assist the Chief with public complaints related to the Safety and Security Department.
13.Performs a variety of routine and complex technical criminal investigation work.
a.Collects and preserves evidence at crime scenes, lifts latent fingerprints, draws sketches, and takes/reviews photographs and or videos. Writes search warrants, serves warrants and subpoenas
b.Interviews victims, complainants, and witnesses, interrogates suspects, makes arrests as necessary; testifies and presents evidence in court.
c.Contacts and cooperates with other law enforcement agencies in matters relating to the apprehension of offenders and in the investigation of offenses.
d.Prepares reports of arrests made, activities performed, and unusual incidents observed.
e.Serves as liaison with the District Attorney’s Office, Solicitors Office, and Courts.

The employee must occasionally lift and/or move up to 25 pounds. While performing the duties of this job, the employee is regularly required to talk and hear. The employee is frequently required to walk, stand, and sit.
SPECIAL REQUIREMENTS: Must be twenty-one years old and live within a thirty-mile radius of the school system. Must agree to work an eight-hour shift out of any twenty-four hours, seven days a week. Required to occasionally work overtime with appropriate compensation. (Frequent overtime or night work required, etc.). Required to work flexible hours, including evenings and weekends, as assigned by the Public Safety School Director to provide maximum security coverage. Special requirements include the ability to lift and move heavy objects (100 lbs. regularly and over 100 lbs. as needed) and frequent climbing. Required to wear the designated security uniforms.
