Anticipated Business Office (Payroll)/Human Resource Assistant
Qualifications:
- A minimum of an Associate Degree with a Bachelor’s Degree Preferred.
- Experience processing payroll, employee benefits, voluntary deductions; computing employee leaves and pro-rating pay; and knowledge of federal, state, and local tax laws and pension regulations. Detail-oriented and possess time management skills, strong verbal and written communication skills, analytical skills, organizational skills, interpersonal skills, and the ability to work effectively and efficiently. Possess proficient typing, computer, and ten-key skills, and knowledge of Microsoft Office (MS Word, Excel, and Outlook). Preferred experience with CSIU accounting software (FIS), and Pennsylvania public school account codes, school code, and processes. Confidentiality is a vital function of this position.
Job Goal:
- Contribute to the effective operation of the Schuylkill Intermediate Unit (IU) and Schuylkill Technology Centers (STC) through organizing and performing payroll and attendance functions.
Examples of Duties:
- Setup/update employee data in the HR/Payroll module of CSIU accounting software, PSERS/VOYA retirement system, and any other databases deemed necessary.
- Enter and maintain Form W-4 and Direct Deposit information as needed.
- Accurately calculate new employees’ salaries, balance of contracts, FMLA, Sabbatical leaves, etc. as needed.
- Process and maintain wage garnishments.
- Process/submit all PSERS reports timely, including review and maintenance of weekly CROQ reports.
- File quarterly and annual payroll reports/taxes timely.
- Prepare, file, and maintain records of Form W-2’s per regulatory guidelines.
- Process year-end payroll accruals.
- Review/maintain tax tables for new calendar years.
- Maintain relations with Interstate Tax Service for Unemployment Compensation claims/payments. Process appropriate forms, appeal documentation, and any other related requests for employee data.
- Assist with analyzing and reconciling payroll-related accounts.
- Maintain, review, and track attendance records for all employees, ensuring employees submit the required attendance documentation.
- Create/maintain attendance calendars in CSIU accounting software.
- Administer attendance leave banks as needed.
- Maintain safe and its contents, including secured storage of logins, token devices, check stock, etc.
- Politely convey information to others and assist in answering employee questions as pertains to payroll and attendance.
- Perform banking duties as needed.
- Knowledge of school code and board policies.
- Serve as a back-up for other Business Office personnel as needed.
- Assist with fulfilling auditor requests for respective job functions.
- Maintain inventory of office supplies for the Business Office, including the copy room supplies, postage machine maintenance, etc.
- Perform secretarial tasks such as filing, photocopying, faxing, scanning, postage, maintaining Business Office files both hardcopy and electronic, etc. type, edit and transmitting materials, letters, documents, reports, board items, and other associated activities developed and approved by the Business Manager.
- Contact the appropriate technicians and maintenance personnel to repair problems regarding Business Office equipment, furniture, and fixtures.
- Enter Purchase Orders as assigned.
- Serve as back-up to the Assistant Business Manager for Human Resource responsibilities.
- Provide clerical Human Resources duties.
- Maintain a line of communication between payroll and Human Resources.
- Assure the confidentiality of all Business Office & Human Resource records and information (including both verbal and written) encountered through the performance of all duties.
- Maintain a work area that is organized, neat, clean, and provides a highly professional appearance.
- Perform all necessary duties and tasks as assigned by the Business Manager & Assistant Business Manager.

- The Business Office/Human Resource Assistant shall be evaluated by the Business Manager in accordance with the Board’s Policy on Evaluation of Compensation Plan Employees.

Terms of Employment:
- Employment shall be twelve (12) months per year. Salary and benefits will be in accordance with the board approved Support Staff Compensation Plan.
