ANTICIPATED EARLY INTERVENTION PROGRAM SUPERVISOR

Qualifications:

  • Pennsylvania Certification as a Supervisor of Special Education.
  • A valid certificate to teach in the State of Pennsylvania (Special Education Preferred).
  • Masters Degree in Education from an accredited institution (Special Education Preferred).
  • Minimum of five (5) years teaching experience in an area of special education.
  • Demonstrates an expertise in area assigned to supervise and a working understanding of Early Childhood Development and Special Education Law.
  • Shall possess such alternatives to the above qualifications as the Board may find appropriate and acceptable.

Essential Responsibilities:

  • To direct the development, supervision, and maintenance of programs for preschool children eligible for Early Intervention.

Responsibilities:

  • Initiate appropriate student referrals and assign students and staff to appropriate classes and services, oversee the arrangement of transportation and instructional facilities related to Early Intervention and communicate with the appropriate Department people to meet these needs.
  • Interact and provide program awareness with all public and private agencies, organizations and professional personnel in providing services and Child Find activities for students with disabilities.
  • Coordinate and participate in the development of suitable procedures for screening and eligibility. Supervise the screening, MDE and IEP processes.
  • Organize and/or attend meetings regarding I.U. policies and procedures, in-service planning, class activities, vocational planning, principals/counselors, equipment and materials, professional workshops and administration of programs.
  • Responsible for a variety of additional administrative duties as determined by Director of Special Education and/or his/her designee.
  • Attend State and Federal Early Intervention Leadership meetings/conferences and meetings assigned by Director of Special Education and OCDEL.
  • Submit and maintain appropriate documentation of programming, licensure, agreements, etc. for OCDEL Verification/Compliance Monitoring.
  • Oversee the recruitment, selection, supervision, and evaluation of professional and non-professional employees within the assigned duties. Assure that the proper certifications, clearances and trainings are met for all staff within the program.
  • Oversee and coordinate the planning, development, implementation, evaluation, and revision of early intervention program and services, including staff development, public awareness, and Special Education Plan, SEPRN and child find activities.
  • Develop and manage the Early Intervention budget integrating federal, state and local funds in collaboration with the Bureau of Special Education, Director of Special Education and the Business Department.
  • Interpret and implement contracts, policies and procedures in accordance with laws and mandates under the Pennsylvania Department of Education and the Office of Child Development and Early Learning (OCDEL).
  • Oversee and study the revision of all curriculum and assessment to ensure effective and appropriate educational program based on scientific evidence and will meet the needs of students. Collect and maintain data related to program operations and make programmatic decisions based on the analysis of the data.
  • Coordinate transition from early intervention to school age programs. Collaborate with the LEA’s from the receiving school districts and charter schools to ensure a smooth transition process occurs for all transition to Kindergarten students.
  • Direct a program of staff development to provide best practices, curriculum development and adherence to state standards and all applicable state and federal regulations. Coordinate activities of the regional LICC and provide appropriate training opportunities for parents and staff.
  • Oversee implementation and ensure compliance with state and federal law as related to due process and procedural safeguards, including disciplinary requirements, classroom size, ER/IEP timelines and transitions.
  • Develop and monitor contracts with outside providers for classroom space and contracted program needs.
  • Monitor and provide guidance to third party or ACCESS billing to increase funding resources in cooperation with IU ACCESS billing personnel.
  • Respond to issues from parents, staff, districts and/or other agencies in a timely manner.

Reports To:

  • Reports directly to the Director of Special Education.

Method of Evaluation:

  • Performance of this job will be evaluated annually by the Director of Special Education in accordance with provisions of the Board’s policy on evaluation of administrative personnel.

Supervisory Responsibilities:

  • Professional and non-professional personnel assigned to specific program areas in Early Intervention.

Terms of Employment:

  • Twelve (12) month year. Salary and work year established by the Intermediate Unit Board of Directors.

  • This is an active position requiring the ability to stoop, kneel, crouch, crawl, reach, stand, walk and occasionally lift and/or move objects up to 50 lbs.; verbal and hearing skills to effectively communicate; visual acuity to oversee projects, and make observations. Work is done mainly indoors but could include outside tasks.
