Established in 1985, SCI Consulting Group is a recognized public finance and urban economic consulting firm. Our small private firm is the leader in local funding measures for California public agencies such as school districts, fire districts, cities, and counties. We conduct public opinion surveys, ballot measures, impact fee studies, and data analytics. Other consulting services include planning services (establishing new or updated financing programs for public agencies) and cannabis management (local cannabis policy implementation). We have a dynamic and collaborative work environment, a dedicated and energetic staff, and flexible work schedules. The office is in Fairfield, California (near the intersection of I-80 and I-680, about 30 minutes from Berkeley or Walnut Creek).
Duties & Responsibilities:
The Consultant leads projects implementing revenue ballot measures for various local funding needs, such as storm drainage, flood control, groundwater sustainability, mosquito and vector control, landscape and lighting, parks and recreation, and fire protection. After a new measure is in place, the Consultant will provide the annual services necessary to continue the assessment, fee, or tax from year to year.
We know you have probably never conducted a survey or ballot measure before or touched a database or mapping program. Don’t worry! We walk newly hired employees through their first several projects until they have the skills and experience to lead these projects independently.
Assignments will include project planning, timeline management, financial research and analysis, light GIS mapping, database utilization, public speaking in a government forum, report, resolution, ordinances, notices, ballots, and other documents development, polling projects, including development of survey and informational documents, community outreach, and annual administration of fees, special taxes, and assessments.
Experience & Qualifications:
Candidate should have at least 8-10 years of experience in public administration, accounting/finance, business, engineering, data analysis, or any combination thereof. A bachelor's degree in civil engineering, business, public policy, accounting, finance, data science, or a related field . Working for a public agency as an employee or consultant (such as a Project Technician/Engineer or Management Analyst) with experience providing services in one or more of the following categories: storm drainage, flood control, groundwater sustainability, mosquito, and vector control, landscape and lighting, parks and recreation, or fire protection services .
Candidate must live within the greater San Francisco Bay Area and be willing to travel to projects throughout California (most travel will be day trips and will not require an overnight stay). A valid California Driver's License and access to a vehicle is required. The following are additional required qualifications:
- be self-motivated, possess strong analytical skills, and be able to plan and execute project tasks with minimal supervision
- possess strong interpersonal and presentation skills
- possess solid computer skills in an MS Office environment
- ability to effectively execute multiple projects and tasks in parallel
- be comfortable working with people at all levels of local government and members of the public with a wide range of backgrounds
Qualifications not required but desired include data administration, ballot tabulation management, community outreach, public opinion polling, graphic design, fluency in languages other than English, and/or social media management.
Compensation and Benefits:
The compensation package for this full-time position includes the following:
- Salaries that are competitive and commensurate with experience and can range from $70,000 to $90,000
- Year-end performance-based profit-sharing bonus
- 401(k) retirement plan with the company’s contribution determined annually based on profit-sharing (typically 18% of base salary) with no requirement for employee matching funds
- Comprehensive medical and dental benefits, including 100% of premiums paid by SCI for employee-only coverage
- Unlimited Paid Time Off (PTO) plan and eight holidays with an expectation to manage time off based on project workload and ability to perform duties at a satisfactory level
- Flexible work schedule and possible remote working opportunities after passing a 4-month probation.
