Scion Executive Search has been engaged to conduct an immediate search for a dynamic HR Manager for one of Washington's largest nonprofit social services providers in the Pacific NW. This pivotal role will lead a lean talent acquisition team supporting a 4 county (Snohomish, Skagit, Whatcom and Island) region based out of the Bellingham office 3-4 days a week and Everett 1 day a week. This role comes with a competitive annual salary range of $80,000–$95,000 DOE in addition to a generous benefits offering 100% employer covered medical, dental and vision options, a 403b and pension plan. This is a full-time multi-site opportunity.
The Role: Working closely with the Regional HR Director, the HR Manager contributes to the day-to-day HR operations and collaborates with HR leadership and Agency Administration to implement and enhance HR programs and initiatives across the region and the broader organization. The HR Manager is responsible for implementing recruitment, retention, and performance development strategies while ensuring the efficient administration of core HR programs. In addition to leading HR recruitment initiatives, the HR Manager provides guidance on HR matters to program leadership, supports employee relations, ensures compliance, and executes HR policies.
RESPONSIBILITIES:
Supervision:
- Supervises and evaluates HR Talent Acquisition Team.
- Sets clear expectations and holds staff accountable.
- Provides necessary staff training.
- Schedules staff and ensures recruitment coverage.
- Meets regularly with staff to ensure policy compliance.
Recruitment:
- Leads recruitment strategy, partnering with hiring teams to meet goals.
- Manage full-cycle recruiting: job descriptions, sourcing, interviewing, offering, and closing.
- Recommends and implements recruiting strategies for long-term growth.
- Trains hiring managers on recruitment and hiring.
- Engages and recruits passive candidates through marketing and networking.
- Prepares reports on recruitment, retention, and turnover; manages recruitment files.
- Oversees hiring; RTO completion, applicant screening, references, and offers.
- Posts jobs on ICIMS and other platforms promptly.
- Seeks ways to increase recruitment of diverse, qualified applicants.
- Maintains recruitment partnerships with schools, tribes, and community partners.
- Attends job fairs to promote opportunities and diversity.
- Conducts new hire orientation and paperwork.
HR Recruitment Analytics and Reporting:
- Uses data to identify recruitment trends and improvements.
- Prepares reports and presentations with key metrics and action plans.
Performance Management:
- Guides leadership on goal setting, reviews, and development plans.
- Promotes a culture of feedback and growth.
Audit Preparations:
- Collaborates with HR and program leads to ensure accurate data for audits.
- Prepares HR files for audits accurately and on time.
Partnerships:
- Internal – Partners with program leadership to align talent needs and develop staff.
- External – Builds recruitment networks and community relationships.
HR Operations:
- Supports execution of HR programs and daily operations (transfers, leave, evaluations).
Regional Human Resources:
- Maintains confidentiality.
- Attends relevant community and program meetings.
- Employee Relations – Backs up HR Director on employee relations and compliance.
- Point of Contact – Handles HR inquiries and policy guidance.
- Labor Relations – Participates in labor strategy and union negotiations.
QUALIFICATIONS:
- Bachelor’s in HR or related field, or equivalent experience.
- 4 years HR experience across multiple functions, including recruitment/retention.
- 4 years supervisory experience.
- Recruiting and Recruitment Strategy experience.
- Solid knowledge of HR laws and practices.
- Strong project management and organizational skills.
- Excellent communication, negotiation, and interpersonal skills.
- Proficient in MS Office (Word, Excel, PowerPoint).
- Union environment and CBA (collective bargaining agreement) experience.
- Valid WA Driver’s License and reliable transportation.
COMPENSATION AND BENEFITS:
