SUMMARY
This position oversees the Human Resources processes and functions of the organization while also supporting strategic practices that build and maintain a strong workforce. Major areas of responsibility include compensation / payroll, benefits, recruitment support, employee relations, employee policies and procedures, staff training, employment law and compliance. Performs higher level duties involving employee communications, pre-employment screening and responding to routine questions on human resources policies and procedures.

Essential duties and responsibilities may include, but are not limited to, the following
- Responsible for employee hiring process, including but not limited to, job postings, new employee orientations, and maintaining employee files and records.
- Act as liaison for ADP Comprehensive Services, to ensure all information is accurate and provided as needed, including acting as the main contact for payroll processing with ADP Comprehensive Services.
- Keeps employee records up-to-date by processing employee status changes.
- Researches and resolves payroll-related problems or questions and produces payroll reports when requested.
- Verifies I-9 documentation, maintains separate I-9 binders and keeps them current.
- Issues W-2 wage and Tax statement reprints.
- Keep track of all payroll changes for the pay period; process payroll, reimbursement file and make payroll changes for the pay period.
- Process terminations and layoffs; accordingly, in ADP.
- Develops and maintains Affirmative program; files EEO-1 report annually; maintains other records, reports and logs to conform to EEO regulations.
- Stay up to date with federal, state, and local labor laws, and ensure company policies comply with regulations. Assist with internal audits and reporting to ensure compliance with legal standards.
- Compiles information and reports for Audits.
- Performs benefit administration to include initial benefit enrollment, claims resolution, change reporting, reconciliation and approving invoices for payment and communicating benefit information to employees.
- Assists in the management of the benefits plan renewal process.
- Serves as a primary contact for plan vendors and third-party administrators. Coordinates transfer of data to external contact for services, premiums and plan administration.
- Gathers employee data and oversees the processing of monthly billings and the preparation of vouchers for payment of administrative fees for all group plans.
- Ensures compliance with COBRA guidelines by preparing letters and other paperwork as directed.
- Provide consultative support to managers on issues concerning supervision, legal requirements, compensation planning, and policy and procedures.
- Oversee the development of effective training programs for all staff.
- Maintains listing of approved positions along with assigned salary grade levels.
- Ensure completion of periodic performance appraisals, working with managers to ensure completion in a timely manner.
- Maintains absolute confidentiality of work-related issues, records and Agency information.
- Provide back-up for guest reception, office supply ordering and board administration, when needed.
- Other duties as assigned.

MINIMUM QUALIFICATIONS
Education, Training and Experience Guidelines
Associate’s Degree in Business with an emphasis in HR or related field; OR an equivalent combination of education, training and experience as determined by Human Resources.

LICENSE AND CERTIFICATION REQUIREMENTS
A valid Minnesota State Driver’s License, proof of insurance and review of Motor Vehicle Record (MVR) report is required.
PHYSICAL DEMANDS AND WORKING ENVIRONMENT
Work is performed in a standard office environment which requires occasionally lifting such articles as file boxes or heavier materials with help from others and / or lifting and carrying light objects frequently. Mobility to drive a motor vehicle in order to attend meetings. A job is in this category may require walking or standing to a significant degree or may involve sitting most of the time with long periods of computer work and heavy phone usage.
