Rental Assistance Housing Manager
Ensure Scott County CDA effectively supports residents in attaining affordable housing by delivering rental assistance housing programs and services that are compliant and aligned with CDA’s core values and client service standards.
Essential Functions
- Lead, manage and hold accountable the Rental Assistance Housing team and align their work with Scott County CDA priorities. Build team culture aligned with CDA core values. Provide team with clear expectations and hold them accountable to those expectations. Align and provide resources – including coaching, training and back-up support as needed – to achieve team goals.
- Oversee the effective and compliant management and administration of rental assistance housing programs and cases. Provide timely and accurate monitoring, evaluation, and reporting of program utilization and outcomes. Effectively analyze program and financial data to make and/or recommend program, policy and practice changes to enhance outcomes and achieve strategic priorities. Ensure overall program and case compliance with CDA, Federal, State and local requirements.
- Ensure the delivery of excellent client service practices that are responsive, considerate, respect confidentiality, and compliant with fair housing practices across all rental assistance programs. Actively seek ongoing participant, landlord, and partner feedback and use feedback to improve client service practices. Oversee client grievance and special accommodation procedures and decisions.
- Ensure the timely and compliant management and administration of wait lists, vouchers, and property owner/landlord housing assistance contracts. Oversee and monitor rental assistance-related informal hearings and court process and procedures, inspections, re-inspections, and abatement processes.
- Manage the request for proposal process for identifying and contracting with independent inspectors and hearing officers.
- Collaborate with the Finance Department to reconcile financial reports related to rental assistance payments to landlords and clients, other housing authority fees, and inactive and active client debt. Oversee the administration of rental assistance repayment agreements and debt collection procedures.
- Proactively seek out, build and lead collaborative, strategic partnerships with community stakeholders to identify, engage, equip, and retain property owners/landlords to effectively participate in rental assistance programs and ensure quality, safe and affordable housing in Scott County.
EDUCATION AND EXPERIENCE
- Bachelor's degree with coursework in human and/or social service studies.
- Considerable experience in: case management of state, federal, or non-profit rental assistance programs; management of state, federal, or non-profit rental assistance programs; staff supervision; or equivalent combination of education and experience.
- Thorough knowledge of the laws, ordinances, rules and regulations pertaining to a public housing agency, fair housing requirements and the federal, state and local guidelines governing subsidized housing.
- Considerable experience serving diverse and low-income populations in housing program administration or property rental and leasing.

- Collect, analyze and interpret program and financial data and trends. Translate analysis into actions or recommendations to maximize program effectiveness and outcomes.
- Analyze complex problems and develop comprehensive plans from general instructions.
- Build effective teams and work productively with multiple stakeholders.
- Balance multiple priorities while working toward team goals and priorities.
- Work with minimal day-to-day direction as well as recognize and act on opportunities to seek guidance from supervisor or other leaders.
Physical Requirements:
This work requires the occasional exertion of up to 10 pounds of force; work regularly requires sitting, speaking or hearing, using hands to finger, handle or feel and repetitive motions and occasionally requires standing, walking, reaching with hands and arms, pushing or pulling and lifting; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications; work requires preparing and analyzing written or computer data, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; rare exposure to blood-borne pathogens and may be required to wear specialized personal protective equipment; work is generally in a moderately noisy location (e.g. business office, light traffic).

Supplemental Information
Valid driver's license required upon hire.
HCV Program Management certification within one year.
Supervisory experience preferred.
