SUMMARY
Under professional direction, to serve as the District's chief operational officer; to provide support services for Scott County Schools necessary to ensure a positive, well-maintained learning and work environment that supports the educational process and facilitates student achievement. Participate in the formulation of District policies and plans regarding instructional as well as non-instructional operations and resources. Serve as the principal advisor to the Board of Education and the Superintendent in matters related to non-instructional areas of the District. Coordinate with other governmental, business and community partners.


DISTINGUISHING CHARACTERISTICS
This classification is an executive cabinet level position. The position requires subject matter expertise in educational personnel management, facility maintenance and construction, school safety and comprehensive educational organization management experience. The job knowledge requirements are applied to organizational leadership and in the development of appropriate personnel practices, policies, goals, and objectives. The position is involved in decisions of a highly critical consequence that impact the organization's mission and organizational objectives. The position meets regularly with the Board of Education, Superintendent and other policy makers in planning personnel matters, implementing decisions, and negotiating or settling significant and often controversial personnel management issues. This is a sedentary position classification and performs light work that involves sitting a portion of the time, but does require walking and standing for extended periods. This position requires accurate perceiving of sound, near and far vision, depth perception, working with educational materials and objects, and providing oral information and direction.

DUTIES & RESPONSIBILITIES

  • Direct and provide oversight for the operation of risk management, child nutrition services, transportation, technology, purchasing, maintenance, plant operations,
    warehouse and facility design and construction to ensure successful fiscal and operational practices and the integration of shared business processes.
  • Monitor and evaluate the construction process in terms of bonding, capital outlay, facilities planning and renovation. Works as Superintendent’s designee on the Local Planning Committee, a standing committee of the Scott County Board of Education, that researches and recommends facilities projects for the District.
  • Oversees the District’s Pupil Transportation Program that includes fleet scheduled and unscheduled maintenance, vehicle replacement, operator training, establishment of routes and stops, and pick-up/drop-off times.
  • Oversees the District’s Child Nutrition Program to include menu selection, meal production planning and scheduling, procurement, adherence to nutrition and sanitation regulations and requirements and appealing presentation on the serving line while operating as an enterprise fund.
  • Oversees the District’s Risk Management and Safety Program that includes protection of District assets, emergency/disaster preparedness, safety in the workplace, hazards material handling, accident prevention, and indoor air quality and personal protective training against health risks.
  • Oversees the District’s Technology Department which is responsible for development and implementation of computerized systems to include an intermediate and long-range planning for acquisition, installation and maintenance of technology, as well as establish and maintain district-wide business continuation plan. Manage overall use and implementation of technology.
  • Models collaborative planning and shared decision-making.
  • Serves as a member of Superintendent’s Cabinet. Attends all board meetings.
  • Adheres to professional Codes of Ethics adopted by the Kentucky Education Professional Standards Board.
  • Comply with applicable state and federal law as well as local policies and procedures.
  • Others duties as assigned.

 

QUALIFICATIONS


KNOWLEDGE OF:

  • Record-keeping techniques.
  • Operation of a computer terminal and data entry techniques.

  • Research methods and report writing techniques.
  • Laws, rules and regulations related to assigned activities.
  • Policies and objectives of assigned program and activities.

  • Technical aspects of field of specialty.

EXPERIENCE AND EDUCATION
Any combination of experience and education that could provide the required knowledge and ability would be qualifying. A typical way to obtain the required knowledge and abilities would be:
Experience:
Five years of experience in a responsible public education administrative or supervisory position, including experience in personnel management, employer/employee relations, or similar fields.
Education:
Equivalent to completion of a Master of Arts or higher degree from an accredited college or university in educational administration, personnel administration, industrial relations, or other closely related areas.
Certification Requirement
Possession of certification as required by Kentucky law.
Condition of Employment
