Scout is seeking an entry level Environmental Planner/Scientist/Assessor. This hybrid position offers the opportunity to work on environmental planning documentation (e.g., National Environmental Policy Act [NEPA]/California Environmental Quality Act [CEQA]), environmental compliance audits, facility condition assessments, and other related tasks. This job will expose the selected candidate to a wide range of exciting environmental/engineering opportunities at a thriving small business.
Scout is headquartered in San Diego (Encinitas) and provides environmental planning, aquatic sciences, facilities management & engineering services to clients nationwide. Scout is an SBA-certified Service-Disabled Veteran-Owned Small Business (SDVOSB) and a California-certified Disabled Veteran Business Enterprise (DVBE).
This position entails supporting the preparation of environmental planning (NEPA/CEQA) documents, and other related tasks, to include conducting environmental research and contributing to other environmental documentation. The position also includes tasks as a general assessor supporting linear and surface area facilities assessments. While the geographic focus of this position is the southwest, work may occur nationwide.
This is a part-time, hourly position with a fluctuating schedule with a potential to become a full-time position with a standard schedule. The specific terms of employment to be determined commensurate with applicant’s experience/background and specific project needs.
Your Primary Responsibilities Will Include:
- Performing data collection/research tasks, analyzing data/information, and then writing summaries of findings
- Applying professional competence with specialized knowledge of physical and/or natural sciences, including participation in occasional field surveys and/or project meetings
- Contributing to the preparation of environmental planning documents (i.e., NEPA/CEQA) including: data collection, authoring document sections, preparing impact analyses, identifying potential mitigation measures, and contributing to the public involvement process
- Rigorously and objectively applying knowledge and an understanding of scientific principles, natural resources/systems, and environmental regulations to assist federal, state, local, and private interests in environmental planning, permitting, and compliance projects
- Participating in facility condition assessment projects
- Taking notes at project meetings and preparing complete yet concise well-written meeting summary notes
- Working efficiently under tight deadlines while maintaining an appropriate level of quality
- Communicating professionally and effectively with clients, coworkers, partner firms, and other work-related persons
- Performing other duties as assigned
You Are Qualified Because You Have:
- A bachelor’s degree in environmental science, science, engineering, planning, or related degree
- 0 to 3 years of experience in environmental planning or demonstrated understanding of environmental issues, regulatory compliance, or resource conservation/preservation (graduate study may count toward professional experience)
- Familiarity with NEPA, CEQA, and related environmental laws and compliance requirements
- Ability to multi-task in a team environment across a multi-office organization
- Confidence to interact directly with clients and other subject matter experts, and the humility and interpersonal skills necessary to work in a collaborative team environment
- Flexibility, excellent interpersonal skills, a commitment to teamwork, and proven ability to be a motivated self-starter
- Ability to work effectively under pressure and establish or shift priorities under tight deadlines
- Physical ability to inspect large complexes at a fast pace (assessors typically walk up to 5 miles per day) and occasionally lifting and/ or moving up to 40 pounds.
- Excellent organizational, verbal, writing, and analytical skills
- An ability to exercise professional discretion and judgment
- Legal authorization to work in the United States
- Ability to travel up to 2 weeks at a time as required
- Understanding of the U.S. military or military experience
- Ability to quickly learn software systems used for facility condition assessments (e.g., BUILDER™)
- Live within an acceptable daily commuting distance to our Encinitas office
