Serves as chief executive officer of the council and gives direction to the operations and administration of the council, subject to the authority and direction of the executive board. Serves as the Secretary of the corporation, the executive board, and the executive committee. Serves as an ex-officio member of all committees of the executive board. Is responsible for strategic planning, attaining council and BSA objectives, fiscal stability, membership and growth management, volunteer and community relationships, and unit service within the council territory. Carries out other duties of the office as set forth in the council bylaws.


Resumes and a one-page cover letter are due by April 28, 2025. Resumes should not exceed two pages. These documents will be shared with the Scout Executive selection committee. Cover letters should provide information supporting local council competencies/profile.


Responsibilities

Is responsible for effectively managing a council with revenue of $700,000

  • Membership: Establishes an action plan that results in balanced growth so all qualified youth may participate.
  • Personnel: Recruits and trains a full complement of volunteers and staff to fulfill the council’s objectives.
  • Finance: Develop, in cooperation with the finance committee, a budget based on the council’s resources. Responsible for the council’s fundraising program.
  • Program: Directs Scouting programs in the council including public relations, training, activities, camping, etc.
  • Administration: Provides general direction to the work of the council to ensure an efficient council operation.

Strategic Influence – Creating and executing influence strategies that persuade key stakeholders to take action that will advance shared interests and business goals.


Qualifications

Revenue Generation—Experience in all aspects of direct and earned revenue streams including FOS campaigns, special events, activities, product sales, scout shop sales, and program fees.

Leadership & Management—Practical experience with multiple direct reports and working with volunteer leadership and committees. Emphasis on taking strategic initiatives and executing them operationally. Positive encouraging problem-solver who can engage and expand leadership circles.

Membership Growth—Proven record on traditional, revenue-generating membership and new unit growth.

Strategic Planning—Recognize the importance of collaboration in strategic initiatives with the ability to engage, empower, and hold teams accountable for results.

Volunteer Development—Ability to train and grow volunteers in the skill sets need to make the Council committees and structures successfully attain important governance, membership, and fiduciary goals.


Benefits

  • The Council is a G-3 500. (Minimum $90,000 Midpoint $130,000 Maximum $175,000) The council is committed to growth and will reward a successful candidate with an ongoing pay structure that reflects the Council’s success.
  • Major medical, prescription coverage, dental, vision, life insurance, short- and long-term disability, accidental death, and a Match Savings plan. Generous PTO policy and BSA holiday observances.
  • Household moving: Pay all and provide 2 estimates.
  • Auto Plan-Council will use the IRS rate annually. Currently, the rate is 65.5 cents per business mile.
  • Interim Housing: The President to negotiate with the selected candidate. (60-90 days)
  • Relocate family within 90 days. (negotiable)
  • Scouting America Match Savings Plan, a 403(b)-plan offered through Fidelity Investments. The employer match is 50% of each pre-tax or Roth dollar you contribute on the first 9% of pay that you defer into the plan.

Salary : $90,000 - $175,000
