We are seeking a highly motivated and results-oriented Project Manager (PM) to join our team and oversee a government contract in the Southeast Region. In this critical leadership role, you will be responsible for the compliant, timely, and cost-efficient delivery of Comprehensive Facility Management (CFM)/Facilities Engineering (FE)/Operations & Maintenance (O&M) services. You will ensure high levels of performance satisfaction from the General Services Administration (GSA) and their tenants throughout the contract term.
Responsibilities:
- Serve as the senior management representative for the contract, interfacing with the GSA Contracting Officer (CO) or Contracting Officer's Representative (COR) and attending regular progress meetings.
- Develop and implement a comprehensive Quality Control (QC) Plan, conducting regular inspections and ensuring adherence to established guidelines.
- Establish and maintain program-wide management control, providing daily direction to the entire on-site team consisting of Operations Management Specialists (OMS) and Custodial Supervisors (CS).
- Hold decision-making authority to direct and allocate company resources for scheduled maintenance tasks, repair work orders, and construction/alteration projects.
- Foster a culture of quality and customer service, ensuring the needs of the GSA and its tenants are consistently met.
- Develop and implement policies and procedures that comply with all Federal, State, and Local ordinances and customer requirements.
- Oversee all aspects of O&M, including computerized maintenance and energy management systems.
- Implement a comprehensive safety program to ensure worker safety, a safe work environment, and occupant protection.
- Coordinate subcontractor agreements to ensure efficient service delivery.
- Manage all personnel actions, including selection, performance management, discipline, and termination as necessary.
- Provide Alteration Capital Project Management Support, including:
- Reviewing project plans for compliance with building standards and systems.
- Creating project scope and specifications for Requests for Proposals (RFPs).
- Soliciting competitive pricing through RFP issuance.
- Evaluating bids and contractor qualifications.
- Processing contract documents for project award and execution.
Qualifications:
- Minimum of 12 years of experience in building operations and maintenance, with at least 8 years in a supervisory or management role.
- Career experience must be performed at site(s) of similar size and complexity to our building(s).
- Extensive knowledge of building equipment and mechanical systems, including HVAC, plumbing, electrical, fire protection, and security systems.
- Proven ability to develop, implement, and manage comprehensive O&M plans and procedures.
- Strong leadership, communication, interpersonal, and organizational skills.
- Ability to prioritize tasks, manage multiple projects simultaneously, and meet deadlines.
- Excellent analytical and problem-solving skills to identify and address building system issues.
- Proactive and results-oriented approach to building operations and maintenance.
- Experience working with computerized maintenance management systems (CMMS) is a plus.
- Senior Mechanical/Building Engineer or other relevant certification preferred.
- College degree preferred.
