Essential Functions

  • Identify literature for use in all content areas in support of the curriculum.
  • Provide curriculum support and training for all teachers and continuous staff development that supports school division initiatives.
  • Model and coach instructional methods in a variety of settings (whole group and small group) and provide follow-up support.
  • Collaborate with and coach teachers on the use of assessment data to plan instruction; analyze school literacy data and plan for future literacy needs
  • Provide ongoing training and follow-up in the use of assessment tools.
  • Select instructional materials to meet student needs.
  • Participate in collaborative instructional planning.
  • Conduct classroom visitations and provides feedback to teachers and administrators on the school's literacy program.
  • Serve as a liaison between the school and the Department of Education by attending meetings and disseminating information.
  • Assist with the planning and delivery of parent workshops and informational sessions involving the language arts program.
  • Remain grounded in content standards and objectives in order to facilitate integrated and concept based instruction.

Additional Duties

Performs other related tasks as assigned by the Principal and other district office administrators as designated by the Superintendent.

Travels to school district buildings and professional meetings as required.

Knowledge, Skills and Abilities

  • Knowledge of current teaching methods and educational pedagogy, as well as differentiated instruction based upon student learning styles.
  • Knowledge of English grammar, word usage, word denotations and connotations, spelling, literature and other content areas taught.
  • Knowledge of data information systems, data analysis and the formulation of action plans.
  • Knowledge of applicable federal and state laws regarding education and students.
  • Ability to use computer network system and software applications as needed.
  • Ability to organize and coordinate work.
  • Ability to communicate effectively with students and parents.
  • Ability to engage in self-evaluation with regard to performance and professional growth.
  • Ability to establish and maintain cooperative working relationships with others contacted in the course of work.
  • Qualifications Profile / Education

    Certification / License :

  • Delaware State Certification as a Reading Specialist
  • Motor Vehicle Operator's License or ability to provide own transportation.
  • 1581 School Reading Specialist

    In accordance with 14 Del.C. §1220(a), the Department shall issue a Standard Certificate as a Reading Specialist to an applicant who has a minimum of three (3) years of successful teaching experience with at least two years in the K to 12 classroom, and who holds a valid Delaware Initial, Continuing, or Advanced License; or Standard or Professional Status Certificate issued by the Department prior to August 31, 2003, who has met the following requirements :

    3.1 Acquired the prescribed knowledge, skill or education to practice in a particular area, to teach a particular subject or to instruct a particular category of students by :

    3.1.1 Obtaining National Board for Professional Teaching Standards certification in the area, subject, or category for which a Standard Certificate is requested; or

    3.1.2 Graduating from an NCATE specialty organization recognized educator preparation program or from a state approved educator preparation program, where the state approval body employed the appropriate NASDTEC or NCATE specialty organization standards, offered by a regionally accredited college or university, with a Master's degree or its equivalent in Reading; or

    3.1.3 Holding a Bachelor's degree plus 30 graduate credits from a regionally accredited college or university or a Master's degree from a regionally accredited college or university in any content area and a minimum of 24 semester hour credits in graduate level reading covering the following content areas as specified below :

  • 3.1.3.1 Language Development (3 semester hours);
  • 3.1.3.2 Methods in Process Writing or Language Arts (3 semester hours);
  • 3.1.3.3 Assessment and Correction of Reading Difficulties (6 semester hours);
  • 3.1.3.4 Reading in the Content Areas (3 semester hours);
  • 3.1.3.5 Children's or Adolescent Literature Across the Curriculum (3 semester hours);
  • 3.1.3.6 Practicum in Reading to include application of assessment and correction strategies, parent involvement strategies, and experience in working as a reading resource person with staff (6 semester hours); and

    3.1.3.7 A minimum of three graduate semester hours from among the following :

  • 3.1.3.7.1 Seminar in Reading Research;
  • 3.1.3.7.2 Emergent Literacy;
  • 3.1.3.7.3 Teaching English as a Second Language; or

    3.1.3.7.4 Children's or Adolescent Literature; and

    3.2 For applicants applying after December 31, 2005, where a Praxis™ II examination in the area of the Standard Certificate requested is applicable and available, achieving a passing score as established by the Standards Board, in consultation with the Department and with the concurrence of the State Board, on the examination; or

  • 3.3 Meeting the requirements for licensure and holding a valid and current license or certificate from another state as a Reading Specialist;

    SPECIAL CONDITIONS OF EMPLOYMENT : All new state employees will be required to participate in the State of Delaware's Direct Deposit system. With direct deposit, wage and salary payments are deposited in the employee's bank account via electronic funds transfer.

    All final candidates for employment must have a satisfactory criminal background check before being placed on contract / payroll as per State of Delaware regulations. Candidates must call the Delaware State Police at (800) 464-4357 to make an appointment. The cost of the criminal background check is $65 (expense borne by the prospective employee). Final candidates must also receive a satisfactory child protection registry check. The cost of the CPR check is $14 (expense borne by the prospective employee).

    Final candidates must also produce documentation of Mantoux skin test results for entrance to school system.

    The State of Delaware has initiated a lag pay policy which means that new employees will receive the first paycheck at the end of the second pay period of work.
