Position Summary
Under the immediate direction of the Chief Operating Officer (COO), plan, organize, and direct the coordination and implementation of a portfolio of capital projects and the asset management program development of the Seattle Convention Center and Washington State Convention Center Public Facilities District. Responsible for providing project management and direction for capital projects, development and continuation of capital program schedules, RFP developments, bid evaluations, and sequences of construction. Manage the process from proposals, detailed design, tendering, construction to commissioning and have overall responsibility for successful program delivery. Provide leadership to construction professionals on project functions and specific, complex facility and systems construction. Ensure all phases of project management including execution, monitoring, controlling, and closeout are completed on time, within budget, to stakeholder requirements and with minimal business and operational disruption.
Essential Duties and Responsibilities include the following. Other duties may be assigned.
- Maintain appropriate level of confidentiality when working with sensitive or confidential information.
- Ensure that the overall capital program and all associated contracts are delivered successfully in alignment with safety, contractual and commercial standards, policies, and procedures.
- Ensure that effective procedures are in place to monitor and control expenditures.
- Works with procurement to identify the appropriate contracting strategies and project team structure involving internal and external resources to effectively execute capital projects.
- Oversee administrative management of various projects (budgets, amendments, and schedules) and ensure appropriate reporting framework and metrics to monitor project performance (e.g. cost, timeliness, quality, etc.).
- Lead strategy meetings and designs/executes project delivery plan that mitigates risk while successfully incorporating multiple internal stakeholders (e.g. Events, Finance, Operations, Facilities, etc.) as well as engages with external stakeholders (e.g. contracted services, material suppliers, contractors, etc.).
- Implement strategies to ensure smooth transition/handover between project phases.
- Coordinates, in conjunction with COO and Director of Facilities, the systematic assessment of SCC assets, identify asset retirement, replacement, and refurbishment schedules, for incorporation into the capital planning process for the development of the multiyear capital plan.
- Represent SCC at meetings with external stakeholders and contractors for all phases of a project.
- Monitor and control allocated project resources, maintaining financial and progress forecasting to ensure projects are delivered according to plan.
- Implement project tracking mechanisms, including budgets and schedules, to be able to provide timely and concise updates on project progress to management and key stakeholders capturing key decisions, developing assumptions, identifying, and managing all risks and dependencies to safeguard delivery.
- Develop and maintain project documentation, including the necessary approvals where relevant, so that an accurate record exists for review and regulator purposes.
- Serve as the chief advisor to SCC executive committee on strategic matters related to capital projects and programs.
- Ensure projects are conducted in accordance with all applicable codes, regulations, and standards.
- Prepare technical and business reports for presentations, public responses, internal memos, and other documents.
- Maintain close, open, and productive communication channels with all SCC personnel and contractors to ensure successful project completion, program deployment, operations and stakeholder satisfaction.
- Collaborate and engage with executive team to complete all work and meet our goals.
- Collaborate with Purchasing/Procurement and Finance/Accounting departments developing and administering fiscal year and capital budgets.
- Adhere to any applicable Labor Agreement between the SCC and SCC Labor Council, including all related documents. Consult with appropriate internal staff concerning the interpretation and implementation of the agreement.
- Provide input into, and execution of, the annual strategic plans for assigned work groups consistent with Board of Directors and Executive goals.
- Read and understand the facilities emergency and safety plans.
- As directed, act as the SCC's liaison with Board, local agencies, and authorities to coordinate projects and programs, and respond to issues of projects and programs related to facility operations.
- Perform all duties in a professional and productive manner, to ensure the successful completion of the SCC projects. Comply with the SCC's mission and all standards, procedures, and established programs.
- Maintain a thorough understanding of and successfully perform all duties, responsibilities, and department procedures in a calm, professional, safe, and effective manner.
- Perform quality work demonstrating successful skills in dependability, communications, customer and co-worker service, planning, departmental organization, job knowledge, judgment, and organization wide teamwork.
- Work as needed to accomplish the responsibilities, typically averaging up to 30 hours per week including possibly working extended hours in a day, anytime of the day/night, weekends, and holidays. Remain available/on-call via current technology provided and/or home phone 24 hours per day, seven days a week.
- This position will be required to make facility emergency related decisions.
- Perform other related miscellaneous duties as assigned.

The employee is occasionally exposed to vibration; high, precarious places; fumes or airborne particles; toxic or caustic chemicals; and risk of electrical shock. Minimum Qualifications:
- Project Management Professional Certification (PMP). Progressive project management experience of six (6) years or more, in the administration of increasingly significant projects.
- Bachelor's degree (B.A.) from a four-year college or university; five (5) years’ related experience and/or training; or equivalent combination of education and experience with emphasis in Project Management, or related discipline.
- Architecture, design, engineering, and construction terminology.
- Ability to read and understand construction drawings and specifications.
- Publicly financed capital improvement program reporting and procedures.
- Certificates, Licenses, Registrations
- Valid Washington State Driver License
- Valid CPR, First Aid and AED certification within six (6) months of employment.
Preferred Qualifications:
- Experience with LEED Certification and US Green Building Council Standards.

Schedule: Work as needed to accomplish the department responsibilities overseen by this position. The work schedule for this position typically fluctuates based upon the needs of a particular project or responsibility, which would require the ability to work a flexible schedule including late nights, early mornings, long days, weekends, and holidays.
