SDOT has an exciting opportunity for a Facilities & Property Management Program Manager (Manager 2) within the Finance & Administration Division. We are specifically seeking a results-oriented strategic thinker who can balance the day-to-day operational needs of the department with long-term objectives, including prudent and responsible fiscal investments. This role works across the entire organization, as well as occasionally collaborating with staff from other departments within the City of Seattle to manage SDOT’s facilities and oversee building operations and tenant relations in all of SDOT’s owned and leased properties. SDOT properties include 2 office locations and 9 field locations that encompass storage facilities and parking, and yard space, some of which is managed through a third-party facility management vendor. The successful candidate will provide a variety of property management counsel and direction to SDOT executives and staff. The person in this position will also be expected to collaborate with SDOT teams to develop financially sustainable long-term facilities improvement and maintenance plans.
This role provides leadership on key facilities issues for SDOT and provides technical direction on property management. This position is responsible for the SDOT facilities management program and maintains accountability for work program budget and development. The manager of the Facilities & Property Management Team leads a two-person team responsible for tenant relations, oversight of day-to-day operations, space and facility improvements in both office and field facility environments, policy development, and budget monitoring. They must have at least 5 years of experience leading facilities teams in large and complex public sector organizations. Experience working with a unionized workforce is a plus. Consideration will be given to candidates who have limited public sector experience but who have held leadership positions where they have led significant facilities-oriented leadership. They have held a leadership role within a large and complex publicly accountable organization that involves leading a diverse staff and have at least 3 years of fiduciary management experience with a sizable budget. Demonstrated knowledge in working with elected officials, employees at all levels, and the public is critical to success in this role, as well as extensive experience in building strong teams and fostering an inclusive workplace culture. They are detail-oriented, transparent, proactive, data-driven, and can navigate difficult conversations to empower others.

Job Responsibilities
Duties
Reporting to SDOT’s Director of Finance & Administration, this position will provide strong leadership to a two-person team of direct reports and will collaborate regularly with a matrixed team of subject matter experts on a variety of facility and real property issues. Essential position duties of this position include the following:
- Develops policy recommendations and identifies best practices related to facilities management to ensure office space and off-site field facilities are maintained safely and reliably and accommodate the evolving operational needs of the department.
- Advises appointing authorities and department leadership on facilities matters, collaborates with management to create, implement, and monitor programs designed to ensure worker safety and security, risk management and property protection.
- Oversees and manages both large and small-scale facilities and office space management projects for the Department. This involves regular site-visits to field projects to ensure and inspect progress.
- Updates and develops policies as part of creating and managing facilities plans for SDOT.
- Develops, updates and implements Service Level Agreements with tenants at SDOT-owned properties, including at King Street Station.
- Develops and implements a long-range space plan for SDOT, including coordination with the City’s Department of Facilities & Administrative Services (FAS) on City-owned facility issues, for both office and field operations.
- Collaborates with partners across the Department, supports real property management and disposition issues.
- Coordinates with the SDOT Safety Team to manage safety and security needs at SDOT-owned properties, including land and buildings, across the City to ensure SDOT workspace and property is safe and secure for employees and visitors.
- Manages SDOT facilities annual budgets, including developing budget proposals, project estimates, approvals, and monitoring expenditures.
- Partners with the SDOT Finance team to analyze financial data and provide meaningful suggestions for future budget development.
- Supervises and direct the work of the Facilities Team, including mentoring, coaching, and supporting two direct-report staff.
- Develops and manages the teams’ purchases, work orders, scheduling and day-to-day personnel matters.
- Actively supports the Department's Emergency Management efforts in multiple roles, including providing support for emergency operations and facility management and is a key team member of SDOT's Incident Management Team.
- Supports department goals in promoting diversity, race and social justice.

Work Environment / Physical Demands:
- Work is typically performed in a hybrid work environment in which a minimum of 3 days of the work is completed in a City office, and 2 days of the work is completed remotely in a regular 40-hour work week.
- May be required to work nights, evenings, weekends, and/or holidays.
- Occasionally required to work outdoors in inclement weather conditions.
- Occasionally required to be on 24-hour call.
