Position Description

Human Services, a department of the City of Seattle, funds and operates programs and services that meet the basic needs of the most vulnerable people our community – families and individuals with low incomes, children, domestic violence and sexual assault victims, homeless people, seniors, and persons with disabilities. The Quality Assurance Analyst, Federal Medicaid (Senior Accountant) will serve as the lead for fiscal compliance monitoring for all Aging and Disability Services (ADS) division contracts including the Medicaid AAA (Area Agency on Aging) contracting work. Acts as a subject matter expert on Medicaid and Federal Uniform Guidance compliance principles. Assists division program specialists with on-site annual contract monitoring by leading and conducting fiscal review of selected ADS contracts in accordance with Federal uniform guidance, state guidelines, generally accepted accounting principles (GAAP), Governmental Accounting Standards Board (GASB), Financial Accounting Standards Board (FASB)and HSD/ADS standards.

Job Responsibilities

  • Performs annual fiscal Risk Assessments for all AAA/ADS Providers (City contracts and DSHS/Medicaid contracts (approx. 170 contracts).
  • Independently lead and conduct fiscal review of HSD Medicaid passthrough contracts in accordance with Federal uniform guidance, AAA/Aging and Long-Term Support Administration (ALTSA) state guidelines, generally accepted accounting principles (GAAP) and HSD/ADS standards.
  • Acts as a subject matter expert on all ALTSA guidelines and AAA Medicaid requirements relating to ADS contracts for the division and QAT, documenting all management bulletin updates and regulatory changes that may impact ADS contracts.
  • Conducts annual fiscal monitoring schedule as prioritized by the ADS Contracts Unit team members.
    • Provides technical assistance as appropriate to ADS program specialists monitoring implementation of fiscal corrective actions.
    • Completes written reporting of fiscal monitoring visits within 90 days.
    • Coordinates and completes site visits of ADS fiscal monitoring with HSD audit team as appropriate.
    • Monitor Medicaid home-based care provider audits and for overpayments of non-union agency worker health insurance (AWHI) and communicate excess payments to divisions to coordinate recovery to the state.
    • Monitors subrecipients corrective action plans ensuring the subrecipient takes appropriate and timely corrective actions. Notify ALTSA of findings and the steps to be taken to satisfactorily resolve the issues.
  • Support monitoring protocols and processes in collaboration with ADS contracts team to ensure monitoring controls are in place for disbursements.
  • Monitors ADS prioritized sub-contracted agencies' financial data (budgets and invoices) for compliance with federal, state, local regulations including accounting standards and contractual obligations. Makes and tracks recommendations in collaboration with the contract team to ensure agencies meet fiscal standards.
  • Participates in new Medicaid provider applications process by reviewing financial audits, financial statement reports and policies. Provides complex fiscal risk assessment to provide feedback on new provider financial health and viability to manage city funds.
Assist in the development of training materials for conducting financial reviews, analysis, monitoring, and internal control assessments.

Qualifications

Minimum Requirements:

Education: Bachelor’s degree in accounting or related field (requires satisfactory completion of at least 24 semester hours or 36 quarter credit units in accounting with no substitution allowed)

Experience: Requires a minimum of three (3) years professional experience in general or governmental accounting (or a combination of education and/or training and/or experience which provides an equivalent background required to perform the work of the class).

Desired Qualifications

  • Four (4) years’ experience in fiscal compliance monitoring, audits or grant accounting including using financial systems, spreadsheets and data, and financial reporting. CPA highly desired.
  • Knowledge of the Uniform Guidance for Federal Awards highly desired. Experience working with ALTSA, Federal Medicaid-funded and Older Americans Act (OAA) aging programs (Specifically, Title III-B, Title III-C1, Title III-C2, Title III-D, Title III-E and Title XIX).
  • Experience contract and/or grant monitoring for compliance with fiscal and programmatic standards including implementing, analyzing, and/or ensuring compliance with complex State/Federal laws, regulations, policies, and procedures in the provision of services to vulnerable populations.
  • Experience in project management, preferably in the areas of contract compliance, monitoring, auditing or fiscal controls.
  • Experience in providing technical assistance to strengthen compliance with contract terms, fiscal compliance matters and providing subject matter expertise support on related policy and procedure development.

To Be Successful In This Role You Will Need

  • Strong written, oral, and interpersonal communication skills with the ability to effectively communicate with peers, external partners, and ADS leadership in person and virtually.
  • Understanding of race & social justice principles and impacts of systemic racism and oppression on communities served by Aging and Disability Services division and Human Services Department.
  • Demonstrated proficiency with standard computer software including Microsoft Office (i.e. Outlook, Word, and Excel).

The full salary range for this position is $44.61 - $51.94 per hour.

This position is required to be in the office three days a week.
