Position Description
The Seattle Department of Construction and Inspections (SDCI) is seeking an experienced leader and director for its Code Compliance Division. The SDCI Code Compliance Division works to protect public health and safety, preserve the natural and built environments, and maintain or improve the quality of life in Seattle through the enforcement of applicable codes.
The Code Compliance Division Director (Director) provides leadership and support to the Division (approximately 54 employees) as it fulfills its mission to protect public health and safety, preserve the natural and built environment, and help the public understand their rights and responsibilities under City codes. The position frequently speaks for the department on enforcement related issues and responds to or resolves sensitive and complex questions and concerns from elected officials, other agencies, City departments, SDCI staff and management, and the public. Leadership in the Code Compliance Division requires problem-solving skills and nimble decision making along with the ability to communicate effectively, both verbally and in writing in ways that respond to changing audiences and situations. The Director should be passionate about enhancing the quality of life in neighborhoods and business communities through the equitable enforcement of codes. Compliance and equity are key goals for the Director as is supporting the problem-solving culture of the Division.

- Maintain a working knowledge of the 20 codes enforced by SDCI and be familiar with the legal processes for enforcement.
- Provide clear expectations, guidance and support to managers and staff in developing strategic goals, employee management and growth and performance targets for the division.
- Center the Race and Social Justice Initiative (RSJI) principles into the work performed by the Division
- Participate during development and review of SDCI strategic plan, working to move the department forward, balance sometimes competing goals among the various SDCI divisions, and simultaneously meet strategic goals for the Code Compliance Division.
- Develop and manage the Code Compliance Division budget, working closely with the SDCI Finance Division to secure and allocate funding and resources
- Provide guidance or decision making on the application and enforcement of codes the division enforces, consulting as necessary on legal and technical issues.
- Stay current on evolving City and State policies and legislation that may affect Division programs as well as approaches to code compliance practices, training opportunities, and technology improvements for the division, with a focus on improving service delivery and equitable outcomes.
- Maintain relationships with community and customer organizations including tenant services organizations, landlord associations, builder and developer organizations, housing providers, tree protection organizations, and neighborhood or other groups that may spontaneously form around controversial enforcement issues.
- Manage media contacts for the Division in coordination with the department’s public information officer.
- Lead the policy development and legislative changes needed to respond to changing priorities of elected officials and the public as driven by the City’s social and economic needs.
- Lead collaboration efforts with regional, state and national organizations and other municipalities to improve the processes, expectations, and outcomes applicable to and flowing from the work of Code Compliance divisions and departments.
- Serves on the SDCI team in the City Emergency Operations Center when needed.
- Ten or more years of progressively responsible enforcement or regulatory oriented public contact. At least ten years of experience working with the public in an inspection, investigation, regulatory or enforcement capacity, at least five years of which are in a management position.
- Demonstrated leadership experience such as supervising staff, project management, facilitating interdisciplinary teams, representing groups or teams in complex negotiations.
- Ability to interpret and apply codes.
- Understanding of the concepts of institutional bias, and a commitment to equity and inclusion.
- Empathetic and culturally competent with a commitment to social justice.
- Familiar with the legal processes for enforcement.
- Strong analytical skills and adaptability are essential for leading the division.
- Excellent verbal and written communication skills.
- Bachelor’s Degree.
