Seattle Information Technology (IT) is seeking candidates for a GIS Analyst / Developer ( ITP-B, BU ) whose main focus is to provide direct support for all aspects of GIS at the Seattle Police Department (SPD). The SPD GIS Analyst / Developer works in close partnership with a second GIS analyst (also dedicated to SPD), to develop GIS products, meet SPD’s business needs and support GIS users throughout the department.
While this position’s primary focus is GIS for the Seattle Police Department, the position resides in Seattle Information Technology’s Data Enablement Division and is part of a large GIS team comprised of administrators, analysts, developers and others. This GIS team in Seattle IT maintains the City’s centralized GIS platform and is responsible for developing and supporting the many solutions and data sets tailored to the unique needs of individual City departments.

Job Responsibilities
- Design, construct, and maintain an array of ETL tools and spatial data processing scripts using Python, ArcGIS Pro ModelBuilder, and SQL to aid departmental workflows
- Develop, maintain, and support integrations between GIS and other business systems
- Gather and analyze requirements, evaluate solutions, and provide recommendations
- Fulfill ad-hoc requests for paper maps, web maps, reports, and custom data sets
- Provide GIS support at the Seattle Police Operations Center (SPOC) during special events (often occurring outside regular hours)
- Advise on GIS standard method or practices and proper use of data and GIS analytic tools
- Continuously improve practices, procedures, and standards to meet customer expectations for reliability, currency, and accessibility
- Represent interests of the Police Department in citywide GIS discussions
Required Qualifications:
NOTE: Equivalent combinations of education and experience will be considered for the required qualifications, except where specifically noted.
Experience
- 5 years of experience with Python and SQL (for Oracle, SQL Server, and/or PostgreSQL)
- 5 years of proven expertise in GIS analysis, cartography, map design, administration and related areas
- 5 years of experience with Esri suite of software, including ArcGIS Online, ArcGIS Enterprise and ArcGIS Pro
- 2 years of experience engaging and building trust with customers, leadership, GIS professionals, and IT professionals in other areas to discuss GIS solutions, business needs, and desired outcomes
- Ability to complete background check to obtain Criminal Justice Information Services (CJIS) certification
- Ability to adapt in environments that change with technology, new strategic goals and personalities
- Proficient in operating within Windows Server environments for task scheduling and executing updates
- Ability to produce high quality deliverables while maintaining schedule commitments
- Strong understanding of spatial and non-spatial data structures and ability to design data-driven solutions
- Excellent written and verbal communication skills; ability to express complex topics and issues to a range of audience types and levels of experience with the subject matter
- Ability to proactively solve problems and recommend solutions; strong analytical and critical thinking skills; process orientation with strong attention to detail
- Ability to maintain confidentiality, use good judgment and discretion, and interact with the diverse workforce of the City and our customer base
- Criminal Justice Information Services (CJIS) certification - You must pass an FBI background investigation and certification process for work on Seattle Police systems.
- Experience supporting use of GIS in a Public Safety environment (Police, Fire, 911 Dispatch, etc.)
- Bachelor's degree in Geography, Computer Science, Information Science, a closely related field, or an equivalent combination of education, training, and experience
- Experience with JavaScript, Arcade and/or other scripting languages
- Working knowledge of integrations with various data-rich business systems used in Police Departments, including Records Management Systems and Computer-Aided Dispatch systems
- Understanding of workflows and procedures used in Public Safety
- Experience supporting special events, such as parades, festivals, marathons and other large gatherings
- Experience in administering Oracle, SQL Server or PostgreSQL databases
- Proficiency in managing and supporting ArcGIS Online and ArcGIS Enterprise platforms, including upgrades, applications, content, user accounts, and access levels
