Seattle Public Utilities (SPU) is looking for an experienced and forward-thinking manager to lead its Workforce Facilities Planning and Management Section (Mgr. 3) within the Logistics Division. This is more than just a management role—it’s an opportunity to drive critical programs that impact infrastructure, employee safety, and operational excellence across SPU.

The Workforce Facilities Planning and Management Section Manager (Manager 3), is a working manager directly responsible for developing and implementing programs and policies, including those listed in the job responsibilities section. In this high-impact role, you’ll lead a team of dedicated professionals, manage a $5.3 million operational budget and a $63.5 million capital budget, and provide essential support services across SPU’s three Lines of Business and three Branches.

Job Responsibilities

Here are some of the key responsibilities for the role:

  • Workforce Facilities Asset Management Program – Develop and administer a comprehensive building asset management program to track work performed, manage spending, and guide future facility investments
  • Logistics One Stop Shop – Lead the implementation of a new centralized request system to streamline service delivery and improve tracking of work requests, staffing needs, and performance metrics
  • Workforce Facilities Master Planning Program – Oversee the portfolio-level capital master plan to improve and renew 32 workforce facility campuses, including funding alignment and project tracking
  • Facilities Management Program – Develop a proactive operations and maintenance plan for SPU’s facilities, managing an annual $3M O&M budget and additional budget for small to mid-sized capital projects
  • Workspace Management Program – Support workspace needs across 30 campuses, including the $35M SPU Seattle Municipal Tower Remodel project
  • Arc Flash Program – Establish policies and procedures to ensure compliance with OSHA and NFPA requirements for arc flash studies at 300 electrical service locations and establish an arc flash safety program for staff and vendors
  • Building Electrification Program – Implement SPU’s Building Electrification Strategy to eliminate fossil fuel systems from 14 buildings by 2035
  • SPU’s Sustainable Energy Management Program – Partner with key SPU staff to continue the development of the program which includes tracking greenhouse gas emissions, assessing energy usage and efficiency opportunities, and researching renewable energy solutions
  • Department ADA Title II Representation – Serve as one of SPU’s department ADA coordinators, ensuring accessibility compliance and resolving customer concerns related to SPU-owned facilities

Qualifications

Education: A bachelor's degree from an accredited college or university in public administration, facilities management or a related field.

AND

Experience : Five (5) years of relevant experience in areas including facilities management, operations, administration, finance/budget management, project management, research and analysis and (3) years’ experience in supervision/managing staff.

OR

7 years of relevant experience. T here is no substitution for supervisory experience.

Certification/License: Current Washington State driver's license or evidence of equivalent mobility may be required for some positions.

Combinations of appropriate education, training, certification and experience will be evaluated on an individual basis for comparability to the minimum education and experience requirements.

Desired Qualifications

  • Experience with budget development and tracking
  • Experience with workforce facility related management
  • Experience with continuous improvement methods and continuous improvement processes
  • Working knowledge of building systems and facilities management practices
  • Experience with city contracting policies and procedures
  • Strong, effective communication skills
  • Excellent writing skills
  • Ability to work and collaborate effectively across multiple levels of an organization
  • Experience supervising staff, including those represented by labor unions
  • Knowledge of greenhouse gas emissions inventory requirements and other clean energy related policies and practices

Additional Information

This position allows for the flexibility of a hybrid work schedule. Effective January 2025, City employees have the option to work remotely two days per week. Individual schedules will be agreed upon by the employee and their supervisor. This position will report to two different locations regularly: Seattle Municipal Tower, located at 700 5th St, Seattle, and SPU Operation Control Center, located at 2700 Airport Way S., Seattle.

The full salary range for this position is: $124,758.00 - $187,105.68 Annually
