About the Position
The Compliance Manager is responsible for equipping Programs and Services staff and partners to achieve compliance with all local, state, and federal regulations and laws as they pertain to charitable food distribution. This position serves as a business partner to department and regional leads as the subject matter expert on internal policies and procedures and provides continual training and monitoring to ensure all stakeholders are informed and prepared to meet compliance standards. The Compliance Manager routinely collaborates with Programs and Services, Operations, and Finance team members to ensure all policies and practices are aligned across the organization.
This role requires a logical and resourceful manager to partner directly with consultants of United States Department of Agriculture (USDA), Feeding America National Office (FANO), and local divisions of environmental health, and routinely assist with audits and reporting to these partners, as well as implementation of new or updated policies. The Compliance Manager also provides thoughtful community leadership, maintaining a close understanding of strategic goals and regional priorities while delivering expertise in the partner expansion process, including initial screening, stewardship of all partner agreements, and driving partner onboarding. 15% of the work will be done in the field.

Responsibilities
Internal Compliance Leadership
- Design and implement internal processes for tracking, monitoring and ensuring ongoing compliance for Second Harvest staff and programs.
- Develop creative solutions that fulfill our client-serving goals while meeting our compliance standards.
- Formalize and document business processes and standard operating procedures.
- Develop training materials and conduct routine trainings for staff on USDA and other compliance requirements.
- Operate as liaison to USDA and FANO on behalf of Programs and Services and complete necessary reports and audits, advocate for improvements toward equity and sustainability.
- Partner with Finance, Legal, Food Sourcing, and Supply Chain to ensure alignment between teams on government or Feeding America regulations.
- Stay informed on county, state, USDA, and FANO policies, regulations and laws and ensure Second Harvest of Silicon Valley internal and external policies are current.
- Drive timely communication of changes in policy or other requirements clearly and quickly with impacted stakeholders.
- Provide oversight to partner inquiries, including initial screening, directing next steps for staff, shepherding partners through the process and ensuring timely progress and adequate communications.
Partner Compliance Management
- Screen partner applicants, work with our Programs team to determine the fit and assist our potential partner through the application, approval and onboarding processes.
- Gather all necessary documentation for new partners and ensure they receive all necessary trainings and orientations prior to launch; ensure initial onsite food distribution visit.
- Create training materials and provide onsite and classroom training opportunities for partners on USDA and other requirements to ensure ongoing awareness and fulfillment.
- Conduct USDA visits and, when applicable, monitor visits.
- In collaboration with regional teams, enforce compliance and follow up with appropriate corrective actions when necessary.
- Manage and maintain all necessary agreements, contracts and MOUs with partners and manage renewals utilizing DocuSign when necessary.
- Manage and oversee ongoing partner compliance with food safety, insurance, civil rights, and monitors.
- Produce year-end valuation documents.
Additional responsibilities may be assigned in support of strategic and departmental goals.
The ideal candidate will possess the following professional qualifications:
- Genuine interest in hunger relief, deepening community relations and serving our clients and our community.
- Proven advanced aptitude with Microsoft Excel; experience with CRM (e.g. Salesforce) and/or ERP (e.g. Ceres).
- Demonstrated ability to independently organize, plan, and carry out tasks to meet specific timelines and goals.
- Demonstrated ability to express complex ideas clearly, both orally and in writing, to diverse audiences.
- Bachelor’s degree or proportional work experience in nonprofit management, social work, public administration, public health, compliance management or similar.
- Possession of a valid California Class C driver’s license; ability to drive company and/or personal vehicle throughout San Mateo and Santa Clara counties.
- California Food Manager Certificate or equivalent.

An employee’s regular remote work site must be within driving distance of one of Second Harvest’s locations and within the state of California. |

Full-Time, Exempt. 40 hours/week, with some evening and weekend work as necessary. |
Compensation |
$81050.00 - $95352.00 is the starting wage range for this position. Salary commensurate with background and experience. Outstanding and generous health benefits program, Flexible Time Off (FTO), eleven paid holidays and retirement plan. |
