What are the responsibilities and job description for the Tax Analyst - COUNTY CLERK position at Sedgwick County?

Pay: $26.19 per hour
Work Schedule: 8-5 M-F

This position is responsible for completing technical and analytical functions for the budget, valuation, mill levy, and revenue neutral rate processes in the County Clerk’s Office. This includes significant communication with other county departments and officials, as well as external cities, school districts, and tax districts to ensure documentation is accurate and in accordance with all policies and laws.
Budget Preparation Assistance, and Valuation Estimates
Audit valuation information to balance for each tax district’s certification of value
Provide officials with framework to legally complete their required budgetary tasks, including guidance on when and how to revise and amend budget if required
Act as a point of contact for tax districts with questions
Analyze submitted budgets to ensure they meet all statutory requirements, and notify if corrections are needed
Audit software values for accuracy to finalize estimates
Submit certified budgets to the state
Complete financial reports for counties, cities, and schools semi-annually
Revenue Neutral Rate (RNR)
Calculate rates in tax software based on historical data and new valuations, and manually audit all rates
Provide tax districts with their rates; if they are outside their limits, work with them to ensure they follow all required statutory procedures
Prepare and send written communication to property owners regarding proposed tax levy information and meeting notices
Answer questions from the public about revenue neutral rate and related topics
Mill Levy
After receiving final valuations, calculate and audit mill levy rates for all tax districts. Prepare rate certifications with adjoining districts
Prepare abstracts of property tax levied to the state of Kansas.
Update software with corrected taxing information
Minimum Qualifications: Two years of experience in tax/land records or administration, finance, or a related field. One year of experience in data analysis or data management. Up to two years of experience may be substituted with education that provides applicable knowledge and skills.
Preferred Qualifications: One year of experience in public sector Appraisal, Finance, County Clerk, or a related field. Experience in Aumentum Tax, Clerk RMS, GIS map portal, Orion, or Canon map printer. Experience in reading and understanding legal descriptions of real property and mapping.
