What are the responsibilities and job description for the Program Manager position at SEEL?
The Program Manager- Clean Energy will be responsible for leading and directly managing SEEL’s Illinois clean energy program, that is primarily focused on designing, launching, and implementing job seekers in the growing energy sector, with a strong emphasis on energy efficiency. This position is directly responsible for program performance, contract management, and budgetary alignment. The Program Manager oversees all program sub-initiatives to ensure their success, while providing direct oversight and management of other team members on clean energy programs. The Program Manager is also responsible for providing coordination and management for SEEL’s state grant-based work as well, such as trainings administered under the “CEJA” programs. The Program Manager is responsible for interfacing with the client(s) and ensuring that their goals and expectations are realized through the program’s activities.---
Key Responsibilities:
1. Program Oversight and Delivery of Client Goals:
· Contract Management: Serve as the primary driver for the achievement of contracted goals, and alignment with any Scope of Work (SOW) requirements.
· KPI Tracking: Ensure that all program metrics and data are tracked in compliance with the Scope of Work and any client requirements.
· Collaboration: Act as the primary representative for SEEL and the program in matters (within the SOW) related to program expansion, partnership, new offerings, etc.
· Multiple Offerings: The program manager is the focal point of various program sub-offerings, including job placement, wrap-around services, training, internships, scholarships, grant writing, etc.
· Program Evolution: Embody the spirit of continuous improvement by brainstorming, and enacting various avenues for the program to expand to meet new or existing goals in new ways. Collaborate with clients and partners to evolve the program to do and serve more.
2. Metrics, Reporting, and Processes:
· Program Metrics: Ensure that program metrics delivered to internal & external clients are collected, tracked, and audited. The program manager is responsible for ensuring that collected information is accurate.
· KPIs and Tracking: Monitor and maintain program metrics and databases, ensuring they are accurate and reflective of program performance.
· Process Establishment and Improvement: Work with subordinates and others to establish good practices for internal processes, both new and existing. Serve as the primary driver for enacting and finalizing changes to program data collection.
3. Client Management:
· Meetings and Events: Lead the program by being the point-person for regular client check-ins, as well as other related meetings. Prepare agendas and notes to document progress on milestone items and initiatives.
· Program Representative: Act as the main contact for presenting about the program at events, meetings, etc. In instances where necessary, work with other team members to ensure the program is well-represented.
· Report submission and ad hoc requests: Oversee the timely and correct submission of client reports (e.g. weekly and monthly reports). For reports requiring narrative or contextual details, these are to be completed by the Program Manager only. Ensure that all ad-hoc client data and narrative requests are completed on time.
4. Program Expertise and Advocacy:
· Advocacy: Advocate for the advancement of clean energy programs by raising awareness about emerging programs and promoting policies that support clean energy jobs and project development in the sector.
· Barriers to Program Success: Identify and vocalize barriers to the advancement of clean energy in the region. Facilitate connections to supportive services and partners to alleviate these. Ensure that these barriers are documented and reported to the client, and abatement strategies determined collaboratively.
· Program Design: Contribute to the development of energy-specific programs, workshops, and resources that address skill gaps, emerging technologies, and specific challenges faced the clean energy sector.
· Client Support:
· Energy Sector Trends: Stay up to date on trends in the energy industry, including new technologies, policy changes, and labor market shifts.
5. Budgetary Management:
· Budget Tracking: Work with the internal finance and accounting teams to ensure that program spend is on track throughout the contract cycle. The Program Manager is directly responsible for the financial performance of the program.
· Staff Time Management: Ensure that program time and material spend is correctly incurred. Ensure that billed program time from team members is recorded accurately and reflective of work completed.
· Invoicing and Billing: Ensure that client billing requirements are met during the billing process by working with the internal finance team. Provide approval for invoices incurred, and ensure that program invoices received from partners, etc, are disbursed in compliance with present requirements.
6. Team Leadership & Collaboration:
· Team Collaboration: Work closely with colleagues to share information, best practices, and insights on energy sector trends.
· Training & Support: Provide leadership and guidance to other staff and volunteers focused on clean energy, ensuring they are equipped with the tools and knowledge necessary to support clean energy programs effectively.
· Other duties as assigned
