About This Role

The Research and Policy Analyst is part of a team that uses a broad range of research methods to inform strategy, shape campaigns, negotiate contracts, and develop local and state policy, and contribute to a culture of learning, collaboration, and transformation throughout the organization.  

The analyst will conduct company, market, and industry research and analysis, develop, monitor, and analyze public policy, participate in rule making, draft written work products, and give presentations to internal and external audiences.  Research topics cover Medicaid, long-term care, the care economy, economic justice, racial, social and gender justice, and building worker power in the 21st century.  

This is a fast paced, highly collaborative position at the center of some of the most creative and impactful work in the labor movement.

Essential Functions:

  • Conduct research, provide analysis, prepare a variety of work products in support of programmatic goals (such as campaigns, legislation, pilots, etc.), 
  • Serve as subject matter expert on issues related to Medicaid and long-term care financing, including proposed policies, rules changes, and developing issues at the federal and state levels.  
  • Identify and assess Medicaid and CHIP policy levers for addressing concerns related to quality, access, quality, and cost of care, and developing policy options.  
  • Participate in contract bargaining as needed. 
  • Participate in and represent SEIU 775 on various internal and external workgroups. 
  • Follow and support the improvement of protocols for team and organization to ensure work products are accurate, relevant, meaningful, and aligned with organizational mission and values.   
  • Collaborate with colleagues, leadership, and internal stakeholders to design, test, and analyze initiatives.  
  • Work on union, organizing, and advocacy campaigns as needed. 
  • Contribute to the improvement of the team’s research practices and processes to recognize and redress the ways in which white supremacy has shaped both quantitative and quantitative research methods.   
  • Prepare and deliver written and visual presentations, reports, or memos for internal and external stakeholders with diverse background, education levels, and experience to communicate research analysis in a simple, concise, and interpretable manner.  
  • Other duties as assigned.

Skills & Abilities:

  • Highly organized, with strong attention to nuance and detail, and the ability to manage multiple projects, priorities and working iteratively. 
  • Proven ability to conduct, interpret, and present quantitative and qualitative research and analysis in a manner that centers racial equity and lived experiences. 
  • Strong verbal, written, and presentation communication skills, and demonstrated ability to communicate to diverse audiences is a must.  
  • Ability and openness to receive and provide feedback in a constructive and clear manner.  
  • Ability to speak multiple languages is a big plus.

Minimum Qualifications:

  • 2 or more years’ experience conducting research, developing policy, or doing financial or industry analysis in a campaign, progressive non-profit, union, business, or an applied research setting.  
  • Strong commitment to progressive social and economic change, racial justice, and an understanding of how your work improves the lives of caregivers and all working people.
  • Experience working with long-term care financing or policy the federal or state level is highly preferred.  
  • Strong research, writing, and analytical skills, including demonstrated experience reviewing and analyzing legislation, regulations, and 1915 (c) and 1115 waivers.   
  • Comfort working 1:1, with peers, and in cross functional teams collaboratively, with respect, candor, empathy, and mission alignment.  
  • Sound judgement, discretion, and comfort working with a team and independently in a fast paced, often changing environment. 
  • Willingness to travel and to work long and irregular hours when needed to meet campaign demands. 

Typical Working Conditions  

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.  

  • While performing the duties of this Job, requirements include: 
  • Research Analysts are normally required to work in a hybrid work environment. Regularly operate a computer, office and/or cell phone, and other general office equipment.  
  • Sometimes work irregular hours to prepare for and attend events and union activities. 
  • While performing the duties of this job, the employee is occasionally exposed to outside-weather conditions.  
  • The noise level in the work environment is usually moderate but can elevate during events and campaign activities. 
  • Occasionally, when we have major events or campaigns, a researcher must be able to work every day for 2 weeks. 
  • Work on union and organizing campaigns as needed 
  • Employee may be required to travel for days and sometimes weeks, at a time, to Montana, Alaska, to other parts of Washington State, or to other states. During this time, Program Staff stay in hotels and work requirements are the same as above.

Position Type and Expected Hours of Work:

  • This is a full-time, exempt position. As a Full-Time, Exempt employee you are not eligible for overtime. Hours of operation will depend on what you and your supervisor agree to. Must have flexibility in schedule during extended business hours allowing stakeholders to access services. From time to time, the Research and Policy Analyst may be expected to participate in Union activities outside of normal business hours, including weekends and after-hours.
  • This position is 75% remote, 25% at HQ Seattle. The position is normally required to be in the office at least two (2) days weekly, or when needed (based on business needs). Department Director has the ability to depict work schedules.   

Compensation:

Providing current or previous salary information is optional and will not be factored into hiring decisions. Prospective Employees covered by the CBA can request a copy of the wage scale, the CBA, and any current relevant MOUs upon application to the position.

This position is full-time, exempt. This position is included in the Bargaining Unit. Pay ranges from $81,141 – $96,972 per year. Benefits include vacation, holiday, and sick leave benefits, fully employer paid health, dental, vision, and life insurance, defined benefit pension plan, and optional 401(k), WFH credit, and more.
