Business Manager/Treasurer

Purpose:
The Business Manager/Treasurer provides support to all students and staff at the SEK Interlocal 637. Budget and Finance includes general ledger accounting, purchasing, accounts payable and vendor management, accounts receivable, payroll and employee benefits processing and reporting, auditing and internal control, student activity fund accounting, grant accounting, cash management, debt issuance, investments, budget preparation, financial reporting, financial forecasting and analysis of the school district. The Business Manager also serves as the Treasurer to the Board of Education.
QUALIFICATIONS:
Educational Requirements
- Bachelors in Business Administration, Accounting, Finance, Public Administration, or related field required;
- Master’s Degree Preferred
- CPA certification an added plus
Experience
- Minimum of 5 years related work experience in accounting, as a CPA or in a school finance/business office
- High level of computer skills, including experience with accounting software and spreadsheets
SUPERVISORY RESPONSIBILITIES:
The Business Manager/Treasurer will oversee staff in the business department. The department oversees the daily workflow of the school district’s financial operations and related functions. The business department is structured in a manner that segregates duties to promote transparency and accountability.

FUNCTIONS AND RESPONSIBILITIES:

SPECIFIC FUNCTIONS AND RESPONSIBILITIES:
- Develops a strategic plan for fiscal accountability and requirements to adequately meet the budgetary needs of the Interlocal.
- Oversee accounts payable and payroll functions of the Interlocal.
- Oversee employee benefits and Cafeteria 125 plans
- Supervise the management of the financial affairs of the schools.
- Reconcile all district bank accounts.
- Work collaboratively with the Director in budget development and long-range financial planning including negotiations.
- Assist in administering the annual budget to ensure efficient operation of the Interlocal.
- Act as general accountant of the board and preserve all financial accounts and contracts relating to the Interlocal.
- Prepare state and federal financial reports and ensure that all business activities conform to district, state and federal guidelines.
- Manage the Interlocal’s liability insurance programs.
- Manage the Interlocal’s workman’s compensation plan
- Advise the Director on questions relating to the business affairs of the Interlocal.
- Arrange for the auditing of the Interlocal’s financial records by local and state auditors.
- Prepare monthly budget reports for distribution to the appropriate staff.
- Prepare KSDE reports related to Interlocal finances as directed.
- Purchase by competitive bidding, informal quotations and negotiation, items of supply and equipment necessary for the operation of the Interlocal
- Prepare or review all bid documents, including notice to bidders, instruction to bidders, specifications and form of proposal.
- Approve and monitor all purchase requisitions to determine correctness of information, price extensions and coding information for payment.
- Responsible for supervision and evaluation of business office staff.
- Ensure a system of checks and balances in all facets of the business office.
- As Treasurer and ex-officio member of the SEK Interlocal Foundation, handle bookkeeping, clerical duties and reports for the foundation on a monthly basis.
- Prepare and present financial reports for monthly Board of Education meetings.
Salary starting range $50,000 to $70,000 and based on experience and education for this 12 month position.
