Performs responsible and professional supervisory work providing direction, coordination, and evaluation of the activities of subordinate Code Compliance Officers responsible for the consistent enforcement of county codes, ordinances, and Florida statutes. Interprets and enforces county code; develops and implements processes and procedures. Ensures that efficient, accurate and consistent code compliance service is provided to all customers.

**Salary will be determined depending on qualifications of candidates who exceed the minimum requirements as outlined within the job description.

Manages and performs specialized work functions associated with organizing and overseeing Code Enforcement operations.

Supervises, directs, trains, and evaluates assigned staff.

Serves as the Code Official as defined in county code.

Manages and directs daily operations and services of the Code Enforcement Division, enforcement programs, and hearing activities. 

Organizes workflow, disseminates information, and delegates assignments to Division staff. 

Provides oversight and support relating to the Code Enforcement Board and Special Magistrate rules, regulations, and hearing proceedings.

Provides direction to Division staff regarding citation payments, collections, and hearings. 

Develops, and implements standard operating procedures, policies, and training programs; monitors implementation of divisional rules and regulations; updates divisional guidelines according to federal, state, or local legislation.

Interprets intent and purpose of ordinances and code requirements for contractors, homeowners, engineers, architects, attorneys, etc. 

Responsible for Division payroll; approves timesheets and leave time for subordinate staff.

Communicates policies, procedures, protocols, and expectations for Division; ensures compliance with all applicable guidelines, codes, laws, and regulations. 

Communicates Code Enforcement Resolution and hearing results.

Ensures requests for abatements are processed in a timely and accurate manner, including cost reconciliation.

Assists with lien search/pay off to ensure proper payment and processing.

Acts as liaison between the Code Enforcement Division and community members on code issues and regulations. 

Develops, evaluates, and updates benchmarks and performance measures for the Code Enforcement Division. 

Develops strategies to identify and address neighborhood concerns. 

Works with the County Attorney’s Office and applicable legal counsel pertaining to the administration of the Code Enforcement Board and Magistrate. 

Consults with legal staff on sensitive cases and makes decisions with respect to appeals and settlements. 

Reviews case files and prepares executive summaries of cases for prosecution; prepares for, attends, and testifies in Code Enforcement Board and Magistrate hearings, courtroom hearings, and judicial proceedings. 

Assigns work and delegates responsibilities to ensure goals are met and high-quality customer service is maintained. 

Responsible for ensuring Division recognition and implementation of the County and Department Mission, Vision, and Values.

Sets the standard for Division professionalism, customer service, teamwork, positive attitude, and reliability.
 
 Ensures the timely submittal of agenda items produced by the Division.  
 
  
 Maintains effective public relations with County Departments, state agencies, Seminole’s seven cities, and County residents and businesses.  

Responds to questions, complaints, and requests for information/assistance from the public, business/property owners, contractors, commissioners, etc. 

Responsible for written and oral presentations for the Board of County Commissioners and other meetings as assigned. 


Additional Duties:

Performs other duties as assigned or as may be necessary.

In the event of an emergency, all employees are considered essential personnel and may be required to perform alternate duties.

Bachelor’s degree in public administration, Criminal Justice, Political Science, or a closely related field and seven (7) years progressively responsible professional level experience in the administration and supervision of planning activities and code enforcement is preferred. 




A comparable amount of education, training, or experience may be substituted for the minimum qualifications.

Knowledge of Florida Statutes, International Property Maintenance Code, Florida Building Codes, and Seminole County Code.


Knowledge of legal procedures as they relate to code enforcement in Florida and relevant land development regulations. 


Strong leadership, managerial, and customer service skills. 

Knowledge of principles and practices as applied in planning activities of local government, state and federal regulations pertaining to city and county planning issues, regulations, grants, and programs. 

Ability to communicate effectively, both orally and in writing, with subordinates, superiors, and the public. 

Ability to analyze complex data. 

Must possess and maintain a valid Florida driver's license.

All employees must attend Seminole County Required Trainings.

Department Specific trainings per position may be required. 

Salary : $101,373 - $131,785
