To manage, supervise and coordinate land development engineering activities and operations including stormwater, floodplain, Right-of-Way permitting administration/enforcement and special projects; to coordinate assigned activities with other Divisions, Departments and outside agencies; and to provide highly responsible and complex administrative support to the County.

 **Salary will be determined depending on qualifications of candidates who exceed the minimum requirements as outlined within the job description. 

 **Additional compensation based on licensure.

Responsible for ensuring Division-wide recognition and implementation of the County and the Department's Mission, Vision and Values.

Responsible for being a leader of professionalism, customer service, teamwork, positive attitude and reliability for the Division.

Responsible for ensuring the production and tracking of all Board agenda items produced by the Division.  

Prepares the annual Division budget request for review by the Department Director and presentation to the Board. 

Responsible for planning, organizing and coordinating the review of work projects, and support activities related to the development review process.

Supervise the review and approval of proposed construction plans for commercial and residential developments, assuring conformance of all development activities with applicable County, State, and Federal requirements from conceptual stage through construction inspection.
 
Provide supervision to construction inspectors and coordinates with outside consultants in the interpretation of plans and resolution of issues during construction.
 
Manage and coordinate Right-of-Way (ROW) utilization permits and inspections.  Manage the enforcement of ROW violations.
 
Coordinate with other County Departments and Divisions as well as outside agencies (i.e., Department of Transportation, St. Johns River Water Management District, municipalities, engineers, surveyors, developers, etc.) to facilitate accomplishment of work objectives.

Initiate and recommend for final approval by the Department Director, hiring, terminations, performance evaluations, disciplinary, and/or commendatory actions for assigned personnel.

Maintain effective and positive public relations with other Departments, state agencies, cities and the public in general. Assigns appropriate Division staff to represent the Division by attendance at all Development Review Committee and Board of County Commissioner's meetings.

Prepare and presents the Division's annual budget and assure continued adherence to the parameters of the adopted budget.

Present to elected and appointed Boards, as necessary.

Additional Duties:

May serve as Acting Department Director in his/her absence.
 
Oversees the Division's vacation approval, purchasing approvals including payroll, conference and travel approval, performance plan review and evaluations.

Ensures the appropriate fees are being assessed and collection of revenue is being handled according to procedures set forth.

Performs other related work as required.
 
In the event of an emergency, all employees are considered essential personnel and may be required to perform alternate duties.
 Bachelor's Degree in Civil Engineering or a closely related field and six (6) years' of professional level experience in the administration and supervision of engineering operations related to land development, building construction, and code enforcement. Registration as Professional Engineer in the state of Florida. Must possess, or receive within six (6) months of hire, and maintain a Certified Floodplain Manager certification.
 
A comparable amount of education, training, or experience may be substituted for the minimum qualifications.
 Extensive knowledge of principles and practices of current engineering and building codes applicable to land development, utility systems, highway design and building construction.
 
Ability to evaluate information, make decisions and coordinate programs efficiently.
 
Ability to communicate effectively both orally and in writing, with skills in making effective public presentations.
 
Ability to maintain an effective relationship with staff, other departments, officials and the general public.
 
Ability to use a personal computer and associated computer programs to accomplish assigned tasks.
 
Must possess and maintain a valid Florida driver's license.

Salary : $101,373 - $131,785
