Responsibilities

DESCRIPTION:

The Accounting Manager is responsible for managing and maintaining the college’s general accounting operations. Develops and oversees internal controls, grants, fiscal policies, procedures, and financial reporting (both internal and external) for these areas. Focuses on managing either restricted funds or unrestricted funds with responsibilities tailored to each area. Supervises staff and ensures the accurate management of fund transactions and general ledger activities.

Essential Functions

  • Manages and maintains the college’s funds in the general ledger, ensuring accuracy, adherence to internal controls, and compliance with Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB), Florida Statutes, and applicable federal laws, rules, and regulations related to financial transactions, grants, and contracts.
  • Supervises staff, including hiring, coaching, mentoring, training, development, scheduling, and performance evaluation.
  • Reviews, monitors, and reports on assigned funds and budget variances to ensure alignment with college-wide goals, assisting in the development of the annual budget for specific fund groups, and maintaining fiscal oversight of budgets, expenditures, and records within those funds.
  • Monitors, evaluates, and prepares budget amendments and reports as required by state and Federal agencies to ensure accurate, timely financial transactions and reporting to funding agencies, auditors, the Board of Trustees, and management.
  • Coordinates and maintains subsystem integration into the general ledger, including payroll, student financials, accounts receivable, and accounts payable.
  • Compiles, produces, and oversees reconciliations and accounting reports for internal and external use.
  • Oversees recording, tracking, and reporting of capital assets in the college’s Annual Financial Report, including asset schedules and depreciation, and manages analysis and recommendations for asset disposal.
  • Assists in the year-end close by performing applicable adjustments, accruals, reclassifications, reconciliations, audit schedules, and the preparation of annual financial statements and state reports.
  • Coordinates accurate and timely data entry of student fees into PeopleSoft.
  • Administers the purchasing card program (p-card), including support and resolution of issues and questions.
  • Prepares, reviews, and approves journal entries.
  • Reviews and approves requisitions, purchase orders, and bills for college’s funds and capital assets.
  • Prepares and provides departmental and college-wide training on topics, such as purchasing card, grants accounting, and travel policies and procedures.
  • Monitors contracts and ensures that all required billings are sent on an accurate and timely basis and ensures that payments are received and properly recorded.
  • Performs other duties as may be required or assigned.


Required Qualifications

  • Bachelor’s degree from a regionally or nationally accredited institution in Accounting, Finance, or a business-related degree with a minimum of twelve semester hours of accounting course work.
  • Four years of accounting experience.
  • Two years of supervisory experience.


Desired Qualifications

  • Experience using Oracle PeopleSoft Financial Management System modules.
  • Progressively responsible professional experience in a college or governmental fund accounting environment.
  • Grants accounting experience.
  • Supervisory experience as an accounting manager.


Knowledge, Skills & Abilities

  • Knowledge of accounting and finance, including the ability to apply GAAP, GASB, and Florida Statutes.
  • Ability to understand and manage budgets, financial reports, grants, contracts, capital assets, and short- and long-term liabilities.
  • Ability to become skilled with Oracle PeopleSoft Financial Management System modules.
  • Strong analytical, process orientation, and critical thinking skills and attention to detail, including the ability to deal with ambiguity, and resolve complex problems.
  • Ability to effectively plan work activities, schedules, priorities, utilization of resources, and manage projects.
  • Excellent Microsoft Office 365 skills (Outlook, Excel, Word, PowerPoint) and the ability to become proficient in videoconferencing applications, including Teams/Zoom.
  • Demonstrated ability to produce financial reports and explain data variances.
  • Ability to meet deadlines and work in a fast-paced multi-priority environment.
  • Excellent verbal, written, presentation, and interpersonal communication skills.
  • Ability to manage and motivate other to achieve objectives.
  • Ability to exhibit a professional, courteous demeanor and interact effectively.
  • Committed to working in a multicultural environment.


Work Environment And Special Considerations

  • Works inside in an office environment.
  • Acceptable hearing and eyesight, with or without correction.
  • Extended periods of sitting, viewing a computer screen, and typing on a computer keyboard.
  • May be required to travel between campuses and other local destinations.
  • May be required to work flexible hours, including evenings and weekends.
  • May need to assist with physical inventory, with lifting, bending, squatting, kneeling, reaching up, twisting, climbing stairs and ladders, or working in enclosed spaces.

The College anticipates that the position incumbent must be available throughout the workday and, on some occasions, after regular work hours. This position is not eligible for Veteran’s Preference.

Conditions of Employment

Finalists and individuals recommended for employment at Seminole State College must reside in the State of Florida at the time of hire and may be subject to background investigations and fingerprinting in compliance with Florida Statute 1001.64; and Seminole State College Policy 1.020; 2.020. Criminal background checks and fingerprinting will be conducted for all new employees, and for rehired employees who have had a break in service for one year or more.
