What are the responsibilities and job description for the Principal Cost Control Analyst - Midstream position at Sempra Services Corporation?
Primary Purpose
This position serves as the Principal Project Cost Analyst for the Sempra Infrastructure and performs various project control activities for mega and major Midstream projects, ranges $200M and $3B during the Project Development and Execution phases. This position also acts as the Subject Matter Expert (SME) in project cost control and supports the group with establishing standardized project cost control best practices and manages project cost reporting.
Duties and Responsibilities
- Working with project functional teams, update project forecasts, develop plans and budgets, support AFE development, and financial model development, review actuals and ensure costs are mapped to proper WBS, and analyze various financial and accounting data and document variances. Using ERP system and project financial forecasting system, develop financial reports and distribute to the project team, management, and stakeholders.
- Track accruals and work with accounting to ensure correct accruals are captured. Monitor and track cash flow and use of contingency. Review invoices and track purchase orders and track change orders.
- Responsible for financial analyses and generating reports on scheduled and ad-hoc forecast, commitments, and trending. Evaluate and provide reports on milestones, progress and spend curves. Responsible for providing ad-hoc analysis and reporting for scheduled weekly & monthly and ad-hoc reports requirements.
- Oversee and manage the E&C budget by working with the project team to update the forecast, input actuals and work on cash flow. Coordinate with cash management to forecast cash needs to support the E&C invoices and labor costs. Provide feedback to project team members for requests of information on cost, finance, and budget.
- Support establishing standardized project cost control best practices and ensure to adhere the standards across the organization. Responsible for providing operational audit guidance and recommendations for external and internal audits.
- Review and understand contracts for various vendors and contractors, and ensure cash flows tie to the contract T's & C's, contract type, payment schedule, etc. As the SME in project cost controls, provide training and guidance to other team members, offer ideas to execute best practices organization-wide and document the project cost control processes and project governance as required.
- Performs other duties as assigned (no more than 5% of duties).
Required Qualifications
- Bachelor's Degree in bachelor's degree in Engineering, Finance, Construction Management, or relative discipline.
- 8 years of experience in related field
- Possesses a high level of knowledge of project finance and cost management, and regulatory matters and is considered an expert in these areas.
- Outstanding computer/PC skills with strong emphasis in Excel and database applications
- Prior experience in development of Work Breakdown Structure (WBS), Estimate to Complete (ETC), and Estimate at Completion (EAC)
- Must possess strong mathematical and analytical skills, initiative/decision-making skills, and problem-solving abilities.
- Must have the ability to identify issues, analyze data, develop, recommend, and implement solutions.
- Good knowledge of "generally accepted accounting principles".
- Understand project schedule concepts including CPM, Earned Value Analysis.
- Must be able to travel to site up to 50%
Preferred Qualifications
- MBA
- PMP and/or other professional certifications/advanced degrees.
HYBRID: Work a combination of onsite and remote days each week, typically 3 days per week onsite.
