Background:
Winter Warfare Detachment (WWD) the charted 10th SFG(A) proponent for Cold Weather Training and Education. Located at Fort Carson, CO in 10th SFG(A) Advanced Skills Company conducts the Basic Winter Operators Course (BWOC), Intermediate Winter Operators Course (IWOC) and Snowmobile Instructors Course once a year. These courses are preceded and followed with instructor train ups to prepare instructor team members, to validate required skills and routes, and to ensure WWD is holistically prepared for high-risk training and contingencies. WWD Training and Guidance is dictated from 1st Special Forces Command and establishes Winter standards for the SOCOM enterprise. The 10th SFG(A) winter courses are over 25 years aged and on the cutting edge for producing SOF Cold Weather Operators operating in multiple domains and various regions of the globe. This training and product are an extension of WWD whose mission readiness prepares the USSOFs cohort for contingency operations. This service seeks to alleviate the nuanced skills associated with sustained military winter operations and readiness. Additionally, to develop environments, SM, and partner forces with a lethal and resilient option while ensuring best practices are executed across the enterprise through training and education.
Objectives:
The objective of this contract is to provide focused training for the multi-discipline skills required to plan, advise, evaluate, mitigate risks, and execute MMOs worldwide as the subject matter expert for training and strategic operational objectives.
Scope: The servicee provider shall mentor, prepare, and test SM on winter skills on a glide path of professional development in American Institute for Avalanche Research and Education (AIARE) Rec 1, 2, and Backcountry snowmobile mentorship. All goals and objectives will need to be conducted in a manner that is transferable to military special operations, which consists of but not limited to, conducting mobility training low light/ No-Light conditions while utilizing night vision devices and black-out running mode over snowy terrain.
Period of Performance: The period of performance is from 10 February 2025 to 30 April 2025.
Place of Performance: The work to be performed under this contract will be performed in and around Whitefish, MT and Rabbit Ears, CO with optional additional training sites deemed appropriate for the specific training environment requirements
Specific Tasks:
Service provider shall mentor, prepare, and test SM on winter skills on a glide path of professional development in American Institute for Avalanche Research and Education (AIARE) Rec 1, 2, and Backcountry snowmobile mentorship. All goals and objectives will need to be conducted in a manner that is transferable to military special operations, which consists of but not limited to, conducting mobility training low light/ No-Light conditions while utilizing night vision devices and black-out running mode over snowy terrain.
- Basic Services. The contractor shall provide services for mentorship, instruction, and certification when applicable on skills covered in this PWS. Specifically, American Institute for Avalanche Research and Education (AIARE) Rec 1, 2, Backcountry snowmobile mentorship, and Instructor Certification. As defined in this Performance Work Statement except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract. Services will be performed by a certified American Institute for Avalanche Research and Education (AIARE) Rec 1, 2 Instructor, and Backcountry snowmobile certified Instructor. Contractor will provide transportation, required equipment, and materials to and from training sites for self and Staff.
- Snowmobile Mentorship: The contractor shall provide mentorship and instruction on high angle snowmobile riding, gullies, water crossings, whiteout/blizzard conditions, machine hazards, night riding, group riding, and general speed and control of the snowmobile.
- AIARE Requirements: The contractor shall instruct on The American Institute for Avalanche Research and Education (AIARE) Snowmobile Certification. The instruction shall include avalanche fundamentals, Snowpack formation, metamorphism, and the role of weather in avalanche forecasting, avalanche hazard evaluation, route planning, and rescue techniques. Training shall also include transceiver use, probe and shovel use, travel techniques in avalanche terrain and group management for managing groups across avalanche terrain to include communication and risk management.
- Instructor Certification: The contractor shall provide advanced avalanche safety and risk management for snowmobilers and offer course completion certifications for attendees
