The Proposal Manager II works as an integral part of Seneca's Business Development team and is responsible for managing direct and competitive award proposals from kickoff to final resolution including documents, logging / tracking inputs, communicating with team members [internal and external], and drafting / editing text [notably resumes and past performance].
Responsibilities include, but are not limited to :
- Review and interpret solicitations to identify critical items required for compliant responses
- Create proposal schedules and meet deadlines.
- Format / create documents, presentations, and spreadsheets as needed in response to solicitations and tracking internal processes.
- Provide compliant shell proposal outlines, resume templates, past performance templates, draft cover letters, and tailored boilerplate materials.
- Coordinate and schedules meetings (e.g., Kickoff Meetings, Color Team reviews, etc.)
- Lead status calls
- Lead activities required to successfully perform Pink, Red, and Gold Team proposal reviews.
- Prepare compliance matrix and conduct compliance review
- Draft and edit proposal content
- Facilitate the development of win themes and integrate them into proposals.
- Tailor Past Performance and Resumes for the requirements of the RFP and to support Win Themes
- Manage the PPQ process, completing Contractor sections, insuring the PPQ goes to the correct CPM and checking the status of the client submitting the PPQ
- Reviewing proposals to ensure sections comply with RFP requirements, contain win strategies, win themes, and comply with format and style criteria.
- Maintains Teams / SharePoint proposal file organization and access to ensure proposal documentation security and integrity; maintains electronic file structure and archive, coordinating team member access / permissions; and sets up virtual space for documentation development and all working files
- Issue / respond to partner data calls
- Compile and submit proposal questions
- Review and format resumes for submission
- Format and white glove documents as needed
- Ensuring final products are in proposal libraries.
- Identify, assess, resolve, and / or escalate issues as needed.
- Work collaboratively with other corporate organizations and partners
- Successfully manage single award, competitive proposals in the $10M-$50M range
- Perform other duties as assigned
