What are the responsibilities and job description for the Supervisor position at Seneca Nation Health System?
BASIC FUNCTION:
Provides progressive leadership in all aspects of case management and administrative work. This includes supervisory case collaboration within the agency and respective County Departments of Social Services. This position will provide supervisory coverage and manage the staffing of the Family Support Services team to ensure the safety and well-being of children. This position will also assist in all department activities while examining ways to enhance departmental operations with a working knowledge of policies, procedures and day-to-day operational functions.
GENERAL RESPONSIBILITIES:
1. Provides consultation, supervision, and direction to the Family Support Services team in accordance with the standards of ICWA, Seneca Nation Child Welfare Act, and F.S.S. policies and procedures.
2. Oversees the teams’ daily provision of casework duties, delegating work assignments, providing coaching and actively participating in the delivery of client services as necessary.
3. Reviews and initiates client case openings, transfers, and closures.
4. Provides oversight in conjunction with Case Manager in the development of each client’s service plan.
5. Makes final decisions in all case-related issues in consultation with the Department Director as needed.
6. Conducts regular team, individual, and group conferences to discuss case service planning.
7. Represents the department in the approved capacity, where necessary and applicable, by the Health CEO and Department Director in a professional manner within community based networks and organizations.
8. Develops effective working relationships with other agencies and agreements for final review and approval by the Department Director and Health CEO.
9. Meets regularly with administration and the supervisory team.
10. Prepares and reviews evidence for Family, County & Tribal Courts as required. Attends court with case related recommendations as needed.
11. Performs audits on all reports, statistical analysis, and other service information as scheduled by Department Director.
12. Assists in the development and implementation of department policies and procedures in accordance with Seneca Nation Health System (SNHS), Seneca Nation (SN), Federal and State regulations.
13. Provides coverage for other staff members including afterhours services, supervision and on-call.
14. Provides direction and participates in the implementation of culturally appropriate services to Seneca Nation families and community.
15. Assists with day-to-day budget, purchase/check requests, review of annual budget and grant process in conjunction with Department Director. Responsible for the compliance of all SNHS, Seneca Nation and all other fiscal processes.
16. Approves staff Kronos per policy (PTO, VAC, OT, schedule adjustments, etc.)
17. Participates in the Human Resources process with employee relations, hiring, evaluations, grievances, and termination of staff in accordance to established policies and procedures.
18. Participates in educational outreach events relevant to child welfare. Engage with the community at events & when working with other departments.
19. May be expected to travel between both sites at times, which may occur during inclement weather.
20. Attends and completes all mandatory staff meetings, trainings, and in-services.
21. Adheres to, and ensures all staff adheres to, all policies and procedures of the department, SN, and SNHS.
KNOWLEDGE, SKILLS, & ABILITIES:
• Position requires employee to use a computer for extended periods of time.
• Demands of job also include but not limited to, sitting, driving, listening, observing, cleaning, writing, talking, bending/pivoting at waist, walking, lifting or reaching above/below shoulder height.
• Ability to physically lift a child who is at least 30lbs from the ground on up to a car seat and must be able to carry child small distances. Light/Medium lifting or carrying.
• Excellent leadership and analytical skills.
• Excellent communication skills, both written and verbal, to communicate effectively with a diverse population and be willing to converse openly with individuals and community entities (e.g. Tribal Council, community members, etc.) in a variety of settings.
• Must demonstrate the ability to maintain accurate records and prepare clear and accurate reports for informational, auditing, and operational use, including capacities for attention to detail and for reviewing and verifying the accuracy of data.
• Possess the ability to perform well in and use reason when dealing with highly emotional topics.
QUALIFICATIONS:
• Bachelor’s Degree in Human Services Field, minimum required.
• At least five (5) years’ supervisory experience in the child welfare field, required.
• Candidate must also have a strong understanding of the Indian Child Welfare Act of 1973, and sense of cultural awareness.
• Experience in frontline service delivery to a Child and Family Tribal Nation Agency is preferred.
• Valid NYS driver’s license required.
• Master’s Degree in Social Work or closely related field from an accredited college or university, preferred,
• Experience in a large hospital, academic medical center, outpatient health care setting, or Indian Health Service (IHS)/tribal health, preferred.
