Position Title: International Programs Manager
Location: Arlington VA -Hybrid
Clearance Requirements: Active Secret or Higher and NATO equivalent
Position Status: Contract to Hire
Rate: $60/hour on W2 (Based on experience)
- Must: A minimum of five (5) years of experience supporting Army programs, preferably in international program management or strategic communication roles.
Position Summary:
We seek an experienced International Programs Manager to support our Army customers and lead critical initiatives in international armaments cooperation for science and technology (S&T). The ideal candidate is a dynamic professional with expertise in armaments cooperation coordination, strategic communication, event planning, and stakeholder engagement. This role is pivotal in ensuring alignment between international partnerships and the Army’s Modernization Priorities. The incumbent will be required to work with our allies and partners in various bilateral settings to develop the technology strategy with each nation.
Primary Responsibilities:
- Serve as the primary liaison for international S&T efforts, collaborating with stakeholders such as OUSD (A&S)/(R&E), ODASA(DE&C), the Army Futures Command (AFC) and their various subordinate organizations including Army laboratories and centers.This also includes the US Army Corps of Engineers Research & Development Centers and Laboratories and the US Army Space and Missile Defense Center.
- Facilitate coordination between the Army’s Office of the Deputy Assistant Secretary for Defense Exports and Cooperation (DASA(DE&C)), the Secretary of the Air Force – International Affairs and the Navy International Program Office to foster cooperative agreements aligned with each nation’s technology strategy.
- Track, organize, and coordinate international meetings, preparing briefing materials and presentations highlighting ongoing and prospective efforts.
- Support reviewing and evaluating technology proposals for programs such as the Foreign Comparative Test (FCT) and the Coalition Warfare Program (CWP) and other international programs as requested by ODASA (DE&C).
- Oversee and contribute to multilateral cooperative S&T activities, including engagements with the Australia, United Kingdom and United States (AUKUS) Pillar 2 program, the Five Eyes (FVEY) S&T Program and NATO.
- Travel will be required.
Skills/Qualifications:
- Exceptional communication and interpersonal skills, with the ability to influence and collaborate across diverse teams.
- Strong organizational and project management capabilities, including experience managing multiple priorities and deadlines.
- Knowledge of U.S. Army S&T strategies, modernization priorities, and cooperative agreements.
Education/Experience Requirements:
- Bachelor’s degree in management, International Relations, or related discipline
- A minimum of five (5) years of experience supporting Army programs, preferably in international program management or strategic communication roles.
- Proven ability to navigate fast-paced, customer-focused environments and manage complex stakeholder relationships.
- Desired but not required a strong background in international agreements development and staffing for information exchange annexes, project agreements or arrangements, and Memoranda of Understanding.
