Position Description :

The Senior Investigator is responsible for investigating allegations of fraud and abuse related to the client's programs and services. This includes examining allegations of misconduct by clients, employees, contractors, vendors, and providers. Additionally, the Office of Inspector General (OIG) conducts administrative and criminal investigations regarding benefits fraud by collaborating with federal, state, and local law enforcement agencies.

Skills Required :

  • Review and research records, policies, procedures, investigative online resources, and public information sources to obtain evidence related to fraud allegations.
  • Conduct field investigations, interview suspects and witnesses, prepare and serve subpoenas, conduct surveillance, and gather evidence to substantiate or refute fraud claims.
  • Maintain and organize investigation records, ensuring the proper chain of evidence procedures.
  • Produce high-quality reports presenting complex technical matters clearly and concisely, including both inculpatory and exculpatory evidence.
  • Attend and testify at administrative hearings regarding intentional program violations and overpayments.
  • Compose prosecution reports, Reports of Investigation, and memorandums; analyze and organize evidence; prepare cases for referral to the Attorney General's office or county prosecutors.
  • Attend Grand Jury Hearings and other criminal proceedings to testify and present case facts.
  • Participate in unit, division, and supervisory meetings, attend training, and assist other investigators as needed.

Experience Required :

  • Intelligence gathering and crime analysis processes.
  • Methods and techniques of statistical research, analysis, and probability modeling.
  • Principles of data collection, collation, analysis, and dissemination.
  • Proficiency in Microsoft Office applications and Google Suite.
  • Knowledge of public assistance eligibility policies, procedures, and regulations, as well as criminal offenses under federal, state, and local statutes.
  • Familiarity with data analysis and investigation software.
  • Understanding of relational databases, Geographical Information Software (GIS) tools, and mapping techniques.
  • Evidence handling procedures.
  • Experience in performing statistical research and analysis.
  • Experience in crime analysis, investigations, and reviewing data from multiple sources.
  • Ability to generate reports, maps, charts, graphs, and other visual aids.
  • Competence in using link analysis software and other data analysis tools.
  • Strong communication skills for both oral and written reports.
  • Research and presentation skills.
  • Ability to conduct fact-finding research and problem-solving.
  • Effective organization and prioritization of tasks to meet deadlines.
  • Ability to work with a high degree of accuracy and interpret complex information.
  • Establishing and maintaining effective working relationships.
