Position Summary:
The Senior Advocacy Network (SAN) is seeking a dynamic Housing Programs Manager to lead its housing department. Reporting to the Executive Director, the Housing Programs Manager will oversee program operations, case management, and the supervision and training of housing staff. This position works closely with SAN’s legal branch, the Senior Law Project, as well as numerous community housing partners. The manager will supervise a team of 4–6 staff members and will also maintain a small housing caseload.

Key Responsibilities:

Program Management (60%)

  • Review new client intakes and assess eligibility for housing programs
  • Assign clients to caseworkers based on caseloads
  • Maintain accurate and compliant client documentation
  • Participate in and coordinate outreach activities
  • Understand program budgets and assist with financial reporting
  • Prepare service reports and serve as primary contact with funders
  • Regularly update and improve case management policies and procedures

Case Management (30%)

  • Maintain a reduced caseload of approximately 10–15 clients
  • Provide individualized case management per SAN protocols
  • Support clients in securing housing: locating units, completing applications, addressing rental barriers, and advocating as needed
  • Conduct home visits as appropriate

Staff Oversight & Training (10%)

  • Supervise 2–4 housing staff using a human-centered leadership approach
  • Onboard new caseworkers, volunteers, and interns
  • Collaborate across teams to identify service improvements and resource opportunities
  • Lead weekly housing team meetings to discuss caseloads, program updates, and staff support

Requirements:

  • Minimum of 5 years of supervisory or leadership experience; background in case management or social work preferred
  • Experience in housing services, especially subsidized housing and housing for older adults
  • Demonstrated ability to work empathetically with vulnerable adults, including those facing mental health challenges and other sensitive issues
  • Skilled in program design, workflow implementation, compliance, and audit processes
  • Familiarity with mandatory reporting and/or attorney-client privilege, or the ability to learn quickly
  • Creative and flexible problem-solving skills
  • Excellent organizational and documentation abilities
  • Clear, empathetic, and consistent communication style
  • Proficient with computers and data management systems
  • Ability to navigate complex program eligibility requirements
  • Experience supervising at least one direct report
  • Strong collaborative, team-oriented mindset
  • Deep commitment to serving older adults

Preferred Qualifications

  • Bilingual in Spanish
  • Basic knowledge of accounting principles
  • Familiarity with CalAIM, Medi-Cal programs, and related billing procedures

Relocation:
